CALL TO ORDER by Mayor Silhi at 6:00PM. 2. REPORT FROM CLOSED SESSION - Kristine Mollenkopf, City Attorney, stated Staff had received direction but there was not reportable action. 5. AGENDAMODIFICATIONS - none. 6. PRESENTATIONS - none. 4. PLEDGE OF ALLEGIANCE led by Councimember Paul Joiner. 7. PUBLIC COMMENT ON NON-AGENDAITEMS a) Albert Scheiber, a Placer County resident, stated his concern that City Council and staff did not want public involvement in meetings and cited the meetings not being started early for Zoom participants and chat feature being disabled as evidence. 8. CONSENT Mayor Silhi asked if any members of the City Council or public would like to pull any items from the Consent Agenda. Hearing none, she called for a motion. Councimember Joiner motioned approval of the consent agenda and the motion was seconded by Councilmember Lauritsen. Adopt RESOLUTION 2021-21 accepting the Warrants of January 14 and 28, 2021 to be placed on file 8.D. Adopt RESOLUTION 2021-22 authorizing the City Manager to execute an agreement with Boulder Ridge Estates, LLC, Ridgeview Land Ventures, LLC, Sierra Hills Investors, LLC, and' West Bickford Holdings, LLC to sell 52 acre-feet of volumetric credits in the Lakeview Farms Retention Basin for $1,485,178. with the City Clerk and available for audit. 9. PUBLIC HEARINGS 9.A. Waive full reading and introduce, by title only, ORDINANCE 1028B of the City of Lincoln creating Ray Leftwich, Public Works Director, gave a brief staff report. A brief City Council discussion ensued regarding alternative methods of disposing of food waste; Western Placer' Waste Management Authority (WPWMA) Request for Proposals (RFP) may generate diverse ways of disposing food waste; and residents may dispose of food waste in their garbage disposals which will increase the bio matter at the City's Wastewater Treatment Facility (WWTRF). Mayor Silhi opened and closed the public hearing at 6:18PM with no comments and called for a motion. Councimember Joiner motioned approval of the first reading and introduction of the ordinance and the motion was seconded by Councimember Karleskint. By the following Vote (Approved): Joiner - Aye, Karleskint - Aye, Andreatta - Aye, Lauritsen - Aye and Silhi - Aye. The approved item was: first reading and introduction, by title only, of ORDINANCE 1028B of the City ofl Lincoln creating Section 8.05 - Organics (Food Waste) Collection to the Lincoln Municipal Code. Section 8.05 - Organics (Food Waste) Collection toi the Lincoln Municipal Code. 10. GENERAL BUSINESS 10.A. Adopt RESOLUTION 2021-23 approving the committee appointments. (Scanlon) Gwen Scanlon, City Clerk, gave a staff report and stated she had made an error ini the number of vacant positions on the Park & Recreation Committee as there were actually 5 vacancies and not the 41 that City Council had interviewed and discussed. She recommended she re-open the recruitment for this last vacancy until the end of February and the City Council conduct interviews. Ms. Scanlon also stated the following changes should be made to Exhibit. A: av vacant position should be added to the Park & Recreation Committee; and the asterisk footnote at the bottom oft the exhibit should be revised as follows: duly appointed and takes the oath of office, whichever occurs later. Appointments are 4-year terms expiring in December 31st of 2022 or 2024 or until successoris City Council thanked all of the applicants and those committee members that werentre-appointed for their service. Mayor Silhi opened and closed the discussion to the public with no comments and called fora motion. Councimember Andreatta motioned approval of the item with the changes listed above and the motion was seconded by Councimember Joiner. The approved item was: RESOLUTION 2021-23 approving the committee appointments, with changes as noted above. 10.B. Adopt RESOLUTION 2021-24 approving the Investment Policy. (LeCheminant) Gary LeCheminant, Finance Director, gave a staff report. A brief City Council discussion ensued regarding: using a powerpoint and having the redlined policy made it easier to review. Councimember Andreatta motioned approval of the item and the motion was seconded by Councimember Karleskint. COUNCIL INITIATED BUSINESS Councilmember Andreatta asked when the City Council could go back to meeting in person. A brief discussion ensued regarding technology challenges and whether the COVID tier would allow public meetings. Mayor Silhi stated she would like the City Manager's COVID 19 Update to be added back tot the agendas sO Council could receive a regular update. 12. INFORMATION ITEMS Councilmember Joiner stated some regional committees had resumed in person meetings and another brief discussion ensued regarding Council meetings moving from virtual to inj person meetings. Mayor Silhi directed staff to add this issue: to a future City Council meeting sO City Council could discuss further. 13. ADJOURNMENT - Mayor Silhi adjourned the meeting at 6:42PM.
