Department of Public' Works Year in Review- - 2020 Ray Leftwich, Public Works Director, gave a staff report and powerpoint presentation.A brief City Council discussion ensued regarding thanking Ray and the Public Works Department for the amount of work they do. Mayor Silhi opened the discussion to the public at 5:17PM with the a) Mike Garabedian, a Lincoln resident, thanked Ray for the presentation but stated he was concerned with the water flowing from Markham Ravine to Countryside development and the 21 following comment: trees removed from Joiner Park. 4.B. 2020 Annual Public Safety Report Doug Lee, Public Safety Chief, gave a brief staff report. A brief City Council discussion ensued regarding: the increase in casino related arrests and whether they would go down when COVID- 19 ends; need for evidence freezer; independent audits and who performed them; decrease in drug use arrests due to Prop 47; and repeat arrests due to inability to take people toj jail related to COVID-19. Kristine Mollenkopf, City Attorney, stated Staff would follow up with Ms. Labosky after the meeting. 4.C. Redistricting Commission Gwen Scanlon, City Clerk, gave a brief staff report and powerpoint presentation. A brief City Council discussion ensued regarding: conducting another public survey with final two options (Independent Commission and No Commission with greater public outreach); whether the working group ad hoc committee is different than an Advisory Redistricting Commission; if no commission, using specific language to make it an ad hoc rather than an Advisory Redistricting Commission; if no commission, using specific language to make it clear City Council wouldn't be involved in creating maps but only on final selection of maps; City Council agreed that the process should be transparent with little City Council involvement creating maps; and specific criteria for either Independent Commission or Ad Hoc' Working Group members should be created prior to bringing back to City Council for action.
