CALL TO ORDER by Mayor Silhi at 4:30PM. 1. ROLL CALL: Councimembers present: Holly Andreatta Paul Joiner Dan Karleskint Bill Lauritsen Alyssa Silhi Mayor Roll Call: 5 members present, 0 members absent. Staff members present: Jennifer Hanson, City Manager Kristine Mollenkopf, City Attorney Jim Bermudez, Acting Public' Works Director Jennifer Brown, IT/GIS Manager Gary LeCheminant, Finance Director Steve Prosser, Community Development Director Gwen Scanlon, City Clerk Various City employees, consultants and members of the public were also present via teleconference. 2. FLAG SALUTE - Mayor Alyssa Silhi led the pledge of allegiance. 3. PUBLIC COMMENT a) Albert Scheiber, a Placer County resident, questioned why the 2020 Urban Water Management Plan (UWMP) wasn't included with the agenda and when residents could get their questions about the plan answered. 4. STAFF REPORTS 4.A. 2020 Urban Water Management Plan (UWMP). Steve Prosser, Community Development Director, introduced the City's consultant Rhodora Biagtan for West Yost who gave a powerpoint presentation explaining the 2020 Urban' Water Management Plan (UWMP). A brief City Council discussion ensued regarding: reclaimed water and uses ini the City; Nevada Irrigation District (NID) not included ini the UWMP water supply; groundwater in the City; land use and gallons per capita per day (GPCD) as measurement systems; and Water Shortage Contingency Plan adopted by separate resolution SO that it can be updated as needed, separate from the UWMP. Reserve Policy Gary LeCheminant, Finance Director, gave a brief staff report. A brief City Council discussion ensued regarding: using the fund balance in the Other Post-Employment Benefits (OPEB) reserve to make the actuarial contributions to the OPEB Trust to offset the impact on the budget; building in a trigger that if revenue exceeds expenses by a set amount then that excess is contributed to reserves; having a simplified discussion on OPEB; have the capital replacement reserve fluctuate from year to year instead of an arbitrary $300,000; and creating a sound plan based on current actuarial report; having the Fiscal and Investment Oversight Committee research OPEB solutions; increasing City employee salaries to be competitive with other agencies and the affect it has on the general fund; increasing the catastrophic reserve and eliminating economic reserve. Jennifer Hanson, City Manager, stated the reserve policy wasn't a rush and could be brought forward for action at al later date but there would need to be a finding included with the proposed budget that it was out of compliance with the current reserve policy. City Council policy regarding community events Mayor Silhi stated there were a few traditional community events such as the 4th of July and Christmas Parades that the City should play a lead role and requested a City Council policy stating that. A lengthy City Council discussion ensued regarding: current and future State COVID19 guidelines and events could possibly be categorized as cultural events; Staff's role in the parades is fairly routine; Council budget including funding to cover Staff costs and other necessary steps to make these events an automatic process; setting a backup date for event should the original date be rained out; firework displays having more liability than parades and having the display at McBean Park presents a lot of challenges as it is sO near Open Space; fireworks also require funding to float the Fireworks agreement and wondered whether it should be included in the policy because they have traditionally not been able to raise enough funds to cover the entire event; Park & Recreation Staff are revenue neutral but Parks & Facilities/Public Safety Staff would be primarily involved in parades; comparison of Portugese Festival and 4th of July Fireworks and how City Council could support these events. Jennifer Hanson, City Manager, suggested a resolution be brought forward to the next workshop to memorialize City Council comments on community events. Mayor Silhi opened and closed the discussion to the public at 6:24PM with no comments. 5. COUNCIL INITIATED BUSINESS Councimember Joiner suggested an Interim City Manager discussion at the May 11, 2021 closed Councimember Lauritsen suggested the City Attorney have a staff report on the May 11, 2021 Regular Meeting detailing the duties oft the City Attorney in regards to code enforcement and session meeting and received Council consensus for an earlier start time. received Council consensus. 6.
