Thank you. Hi, my name is Dawn Maurer, and I'm the treasurer of Lincoln Theatre Company. First, We'd like to Congratulate Jennifer Hanson on her new position, and offer congratulations to Lee Basham as the city's choice for the new theater manager of the Civic Auditorium. Lee has done excellent work, both at Lincoln High School and as a set designer and builder for LTC. He has credible experience in the community theater community. Next, we're excited to see that the city has taken a positive step toward restoring local theater activity with this proposed program. In some ways, it looks similar to the proposals LTC has made over the past year. However, this proposal needs clarification on some parts of the program. For instance, scheduling is a critical issue for both the City and all potential users. A predictable, annual schedule is needed for participating theater companies. This is necessary, SO all the different theater companies in Lincoln can plan a four show season, sell season tickets and fundraise. We believe the scheduling process could be improved to simplify and facilitate better use of the venue. Ina addition, the technical capacities and limitations in this proposal are unclear, making it impossible for any potential renter to determine usability. 1 Third, this proposal has no provision to acknowledge or account for the substantial investment the patrons and donors of LTC put into the building these past five years. Without their donations for improvements to the stage and dressing room/backstage areas, as well as the soundproofing of the seating area, the Civic Auditorium would not nearly be the beautiful and fully usable theater venue itis today. LTC believes it to be in the best interest of the City and ALL members of the local theater community that the Council modify the resolution as follows: 1) Approve the appointment of Lee Basham as theater manager 2) Direct the theater manager to promptly schedule a meeting with representatives of all the theater groups in Lincoln to review and comment on the program 3) Postpone approval of the theater use program until the theater manager comes back with further recommendation to approve this or an amended program. Although we are all anxious to get back to producing great theater for the Lincoln community, we have the time to postpone this vote, especially since meeting all together, with all potential users, may result in a program that works with the City and all interested parties. Joiner Parkl I believe it's more important to increase the Youa are starting with al beautiful landscape but now it's how to develop its natural beauty that can be appreciated by the community for years to come. Lincoln is a special town that has its own thump print. The sounds and sights off frogs, hawks, cranes, owls, bats, turkeys and peacocks and: several other wildlife birds. Not every town has these special animals to enjoy in their location andi it would be at lwould like to propose stepping back and reconsider your decision to instead develop a community park which can include a tennis court, basketball court, community swimming pool, dog park and al BBQ Area. Before evening water flowed out of the canal into the R Street and Countryside Drive stormwater outlets. Withi increasing rain, the flow reversed and entered the canal from the two outlets. As dark approached, the Countryside Drive outlet flow increased steadily. This photo was taken as the rain was becoming lighter andi it was getting Development planning involving Markham Ravine seems impossible because Lincoln has no stormwater map. The fact that the. Joiner Park both have now presumably derailed plans to put any kind of a path for people in this canal may very well be There are two six-foot diameter pipes at the west end oft this canal that go under. Joiner Parkway to the other side. Looking west from the west street side of thei fence on. Joiner Parkway, it appears that the waterway on the west side of Joiner Parkway has not been maintained to handle the flooding flow that is in the canal on the east side of Joiner Parkway. However, there is a manhole at few feet west oft the entry under. Joiner Parkway oft thet two six foot diameter pipes. Itis not known ift that manhole cover is to a conveyance that would carryt this water away ifi it is not ablet t flow on the property on the west side of the Parkway. Itisalso unknown if the manhole conveyance could handle the water flooding into the canal ift the water in in the manhole over Iti is not known what would happen ift the rain had continued or become stronger. From the pool that built upi in the length of the canal, it appears that in a rain storm the canal is no longer a canal, but isal large pond. Residents on Schellbach Drive may e able to answer this question. Heavy rain would seem to suggest that the canal could fill up and back up to P Street and beyond, perhaps causing flooding. Evapotranspiration into the atmosphere that could affect the waterway has decreased to some degree by removing about 21 trees, some very large with significant leaf area, along with vegetation removal from Ar request to the Central Valley Regional Water Quality Control Board finds that no application has been submitted to this Region 5 board for a. Joiner Ranch East project for wetland/vernal pool/waterway/401 These seem to be deficiencies in the project disclosure, CEQA analysis, application and review.
