PUBLIC COMMENT ON NON-AGENDAITEMS a) Mike Garabedian, a Lincoln resident, stated his concern with low fire staffing possibly causing death b) Byron Chapman, a Lincoln resident, stated his concern with the oak tree mitigation project occurring Vice Mayor Andreatta stated she shares Mr. Garabedian's concerns and the City is waiting to see if they will receive Staffing for Adequate Fire and Emergency Response Grant funds (SAFER). A City Council discussion ensued regarding: park-in-lieu fee program; Joiner Park is adjacent to this project sO additional land in proximity to another existing park will be dedicated; the park-in-lieu fee is for land dedication only but the public facility element park impact fee does include construction; recent policy change to have developers dedicate land and build parks to receive credit; using dedicated land to expand the existing Auburn Ravine Park and possibly used for ai frisbee golf course; approximately 9 acres oft the 12 acres to be dedicated are wetlands and in proximity to Auburn Ravine and used for passive recreation use; and value of land to be dedicated is approximately $1million. Successor Agency Regular Meeting Minutes June 22, 2021 Mark Scott, Interim City Manager, stated there would be an item on the next City Council agenda for a landscaping contract and strategies to maintain the existing landscaping in light of Lighting and Landscaping zone deficits. Mr. Scott continued that this evening's item is to approve the engineer's report as well as authorize the levy of assessments. Jim Bermudez, Public Works Director, and Ed Espinoza, of Francisco & Associates, the City's Lighting & Landscaping consultant, gave a brief staff report and powerpoint presentation, made a part of these minutes by mention thereof. A brief City Council discussion ensued regarding: cuts made to maintenance; water costs and trueing up the City's numbers; at what point cuts will reach the point of no return and infrastructure will be lost; why zones that weren't in deficit had cuts to them; using reclaimed water at Foskett Park and how much savings that resulted; showing impact to the General Fund when service levels were changed; and timing of an assessment increase measure on the ballot. Vice Mayor Andreatta opened the discussion to the public at 7:52PM with the following comment: a) Byron Chapman, a Lincoln resident, stated his concern that the assessment measure won'tpass and asked if there was an alternate plan in place with what services go away each year. b) Mike Garabedian, a Lincoln resident, attempted to comment on open space corridors but there was Vice Mayor Andreatta closed the public discussion at 7:56PM and called for a motion. Mr. Scott continued that this evening's item is to approve the engineer's report as well as authorize the levy of assessments. Jim Bermudez, Public' Works Director, and Ed Espinoza, of Francisco & Associates, the City's Lighting & Landscaping consultant, gave a brief staff report and powerpoint presentation, made a part of these minutes by mention thereof. A brief City Council discussion ensued regarding: cuts made to maintenance; water costs and trueing up the City's numbers; at what point cuts will reach the point of no return and infrastructure will be lost; why zones that weren't in deficit had cuts to them; using reclaimed water at Foskett Park and how much savings that resulted; showing impact to the General Fund when service levels were changed; and timing of an assessment increase measure on the ballot.
