Staff members present: Various City employees, consultants and members of the public were also present via teleconference. 2. FLAG SALUTE - Councimember Joiner led the pledge of allegiance. 3. PUBLIC COMMENT City Council meeting. a) Lena Labosky, a Lincoln resident, stated her concern with the high-density project, Twelve Bridges, Village 27, and requested City Council research and vote no at the July 27,2021 b) Albert Scheiber, a Placer County resident, thanked public safety staff who responded to a grass fire near his home and stated his concern that the oak tree maintenance project is c) Byron Chapman, a Lincoln resident, stated his concern with public comments at City Council meetings and requested the work session meetings be recorded. Mr. Chapman continued itis the public's constitutional right to speak about whatever they want to bring up; there are other people in the Community that watch these meetings who might be interested in what they have to Mayor Silhi attended the first part of the meeting via audio only because she was driving, she joined occurring during summer months. say; and the comment becomes a record or a point of reference. the video at 4:45PM. 4. STAFF REPORTS 4.A. Discussion of American Recovery Plan Act (ARPA) Fund Allocations. Al brief City Council discussion ensued regarding: prioritizing city uses; Placer Valley Tourism request; assistance for renters and/or businesses; faith-based and other non-profit assistance; whether the funding could be used for new infrastructure ori isi it just repair/replace; if being used for water/wastewater would it apply to street restoration of affected streets as well!; only existing; and funds can't be used for bond payments but can be used for capital infrastructure construction. Mayor Silhi opened the discussion to the public at 4:55PM a) Mona Bass, a Lincoln resident and leader of Adopt-a-Creek program, had three suggested uses of the funds which would impact the homeless problem near Auburn Ravine: (1) use the funds to complete the trail on the southside of Auburn Ravine; (2) public/private partnership to create a temporary safe camp for the homeless; and (3) public/private partnership b) Byron Chapman, a Lincoln resident, wanted to know how the City used the Coronavirus Aid, Relief, and Economic Security Act (CARE) funds and requested tracking the ARPA funds sO c) Albert Scheiber, a Placer County resident, encouraged Council to spend the funds on wastewater treatment plant to get the City out of the interfund loan problem. Mayor Silhi closed the public discussion with no further comments. Another City Council discussion ensued regarding: deadlines to encumber and spend the ARPA funds; possibility of losing funds and thei federal infrastructure bill; a list of existing infrastructure replacement needs and their urgency; City received approximately $600,000 CARES funding which was completely allocated to police and fire salaries; state and county funding and other allocations such as homelessness or mental health; utilizing local partners such as Lighthouse or other non-profits; utilizing some funds for business that closed during COVID; and waiting for larger cities to take with the following comments: top purchase the property near Auburn Ravine and Lincoln Boulevard. there was a paper trail of how funds are used. the lead on interpreting the federal guidelines. 4.B. Work Priorities for Interim City Manager. (Mayor Silhi) Mayor Silhi kicked off the City Council discussion and the following priorities were discussed: resolution of the Construction, Operations, and Joint Exercise of Powers Agreement (COJA) issues with Placer County and impact on the City's rate analysis and expansion of the Wastewater Treatment Facility; resolving the Lighting & Landscaping deficits that are impacting the General Fund; public safety staffing levels; strategy for the Airport being low on the priority list; status of distribution of refunded bonds; Public Facility Element (PFE) fund update; and Community Development staffing levels. Mayor Silhi opened the discussion to the public at 5:52PM with the following comments: a) Mike Garabedian, a Lincoln resident, stated his concern that new development pays b) Albert Scheiber, a Placer County resident, stated his concern that there wasn't a staff report.
