Sustainable Groundwater Management Act (SGMA) Implementation & Groundwater Sustainability Plan Trevor Joseph, City of Roseville Hydrogeologist and lead representative of the West Placer Groundwater Sustainability Agency -WPGSA, gave a powerpoint presentation, made a part of these minutes by mention thereof. ACity Council discussion ensued regarding: groundwater banking and reclaimed water; climate change; changing land use and accessory dwelling unit regulations by the State; sustainability of groundwater; and how droughts affect the model. Mayor Silhi opened the discussion to the public with the a) Albert Scheiber, a Placer County resident, stated his concern that Lincoln continues to kick down the road with groundwater recharge and asked three questions: (1) Is Roseville currently still doing recharge or are they pumping? PUBLIC COMMENT ON NON-AGENDAITEMS a) Mona Bass, al Lincoln resident and Adopt-a-Creek Team Leader, reported on the group's two-year anniversary and services they have provided in past two years such as removal of 36 tons of trash from b) Max Moon, a Lincoln resident and President of Skatepark group, stated his concern with removal of skatepark from McBean Park and his concern that the City wouldn't receive the grant it applied for and therefore wouldn't be able to construct a skatepark at the proposed Community Center Park. c) Albert Scheiber, a Placer County resident, questioned why his questions from prior item were not answered. A brief City Council discussion ensued regarding: developers, excluding single-family residential builders, will be required to pay for the new standard after August 1, 2021; the standard is essentially a large net in the storm drain to collect trash which Public Works will maintain prior to the first winter rain event and every couple month thereafter; priority land uses (PLU's) and density level of 10 dwelling units per acre trigger the requirement; and stormwater permit expiration. He continued the reason the contract was pulled off the agenda tonight was because the bidder withdrew their bid. They withdrew the bid because staff released the Request for Proposals asking the contractor toi include full service costs but that actual services would most likely be cut 30% as they were last year. The bidder assumed a negotiation down to less than full services and when told the City had decided ont full service an agreement couldn't be negotiated quickly enough on appropriate adjustments sO staff will go back out for an additional Request for Proposal and bring an agreement back to Mr. Scott continued Council needs to consider reinstating the level of maintenance to a level closer to what it used to be in order to avoid losing assets and traffic hazards caused by lack of pruning. He concluded by stating a deep dive into the districts was needed to create a more equitable assessment system, a solution other than the general fund subsidy was needed sO that property owners can adopt something that makes sense for the future of Lincoln and staff would bring this discussion back at a future work session. Mayor Silhi a). Albert Scheiber, a Placer County resident, stated his concern that Morrison Landscaping was kicked Council at a later date. opened the discussion to the public with the following comment: to the curb and the public's lack of trust would make a resolution of this issue an uphill battle. No action taken on this item. 10.C.Adopt RESOLUTION 2021-136 authorizing the City Manager to execute a contract for construction with A&E Arborist Tree Care, Inc. in the amount of $362,880 for the Oak Tree Maintenance Project, Capital Improvement Project (CIP) 468 and authorizing the Community Development Director to approve change The project is funded by $700,000 from Fund 290 as, part of CIP 468 Oak Tree Maintenance in the FY Steve Prosser, Community Development Director, gave a brief staff report. A Council discussion ensued regarding: timing of work causing damage to oak trees; only one letter included in the staff report that stated the timing of the work was appropriate and that came from the contractor which may be a conflict ofi interest; no value int the wood because the contractor would be chipping and distributing in open spaces; chipping should be declared as organic recycling to comply with Senate Bill 1383; and concerns about maintenance work sparking a fire during driest year on record. Mayor Silhi opened the discussion to the public with the a) Lena Labosky, al Lincoln resident, stated her concern about the maintenance project as the City b). Albert Scheiber, a Placer County resident, stated his concern with timing of the project, interpretation of maintaining the number of trees versus maintaining trees and using the money in the oak tree fund. c) Connie Scheiber, a Placer County resident, stated she was using her time to voice Byron Chapman's concerns that he raised at the April 27, 2021 City Council meeting regarding timing of the project causing damage to trees. Ms. Scheiber also stated her concern that the project would be a fire hazard. d) Stan Nader, a Lincoln resident, stated his concern that the maintenance project does not comply with the City's oak tree ordinance which intended funds to be used to plant trees not maintain them. Mr. Nader also stated 50% oft the oak trees could die from this proposed project and that the real reason Staff is recommending the project is to use the oak tree mitigation fund balance which were discussed in the Joint orders not to exceed $72,576. 2020/21 Capital Improvement. budget. following comments: hasn't had a project like this since she moved here in 2013. Mark Scott, Interim City Manager, suggested this item be brought back to the next City Council meeting with a schedule oft the project and additional letter from a certified arborist that the project is appropriate and received City Council consensus. No action taken on this item. 11. COUNCIL NITIATED BUSINESS Councilmembers Joiner and Andreatta requested a status of a recently proposed airport development project as they have received a number ofi inquiries to invest in the airport. 12. INFORMATION ITEMS Councimember Andreatta wanted to inform the public that Council was not ignoring the skatepark issue Councilmember Joiner reported on great California Public Employees' Retirement System (CalPERS) raised earlier in the meeting by Max Moon. investment returns. Regulatory Oversight - State Water Resources Control Board (SWRCB) )Adoption of "Statewide Trash Amendments" Target- Priority land uses (PLUS), as defined in the Statewide Trash Amendments, include high-density residential, industrial, commercial, mixed urban, and public transportation stations.
