Adopt RESOLUTION 2022-28 approving Annexation No. 15 (871 Sterling Parkway) into the City of The CFD No. 2018-1 (City Maintenance Services) special tax will be levied annually to fund the maintenance of City infrastructure such as landscaping, parks, open space, streetlighting, street maintenance, traffic signals, 8.F. Adopt RESOLUTION 2022-29 authorizing the City Manager to execute Contract Amendment No. 1 with Beauchaine Consulting Group, LLC, for general finance and accounting support in the amount of $40,000 for a 8.G. Adopt RESOLUTION 2022-30 authorizing the City Manager to execute Contract Amendment #1 with  2022 to be placed on file with the City Clerk and available for audit. Councilmember Joiner stated he pulled this item to highlight the creative solution for higher service level. Matt Alves, Public Safety Chief, gave al brief staff report. Al brief City Council discussion ensued regarding whether a patrol car or motorcycle would be purchased with grant revenue, motorcycle certification and field sobriety tests. a) Byron Chapman, a Lincoln resident, asked if funds would be used for educating the public similar to Hearing no other comments, Mayor Andreatta called for a motion. Councimember Joiner motioned approval of the item and the motion was seconded by Councilmember Karleskint. By the following Vote (Approved): Joiner - Aye, Karleskint = Aye, Lauritsen - Aye, Silhi- - Aye and Andreatta - Aye and: RESOLUTION 2022- 27 authorizing the City Manager or designee to submit an application toi the Department of California Highway Patrol Cannabis Tax Fund Grant Program toi fund 2 police traffic vehicles and obtain all equipment necessary to conduct safe and effective traffic enforcement with the goal of reducing and combating traffic related incidents, injuries, and deaths related to driving under the influence of alcohol or drugs, to include cannabis.  Mayor Andreatta opened the discussion to the public with thet following comment:  other jurisdictions' efforts.  8.H. Matrix A/V Amendment for Audio Visual Support  Councimember Silhi stated she pulled this item because she thought it would be useful for public to know what we're investing in and that Zoom isn't going away. A brief City Council discussion ensued regarding hybrid Council meetings with in-person and Zoom, system updates such as a new 65" TVin front of Council to view Zoom and equipment working to its full capacity and ability to use it in future when Council moves to a 1st Floor Chambers. Funding for the project is  included in the approved FY 2021/22 City Council Budget.  9. PUBLIC HEARINGS - none. 10. GENERAL BUSINESS  10.A. (1) Council discussion regarding making the necessary continued findings under AB 361 to continue with public meetings in a virtual setting due to the spread and risks relative to the Omicron variant of COVID-19; and ifso desired (2) Adopt RESOLUTION 2022-32 making findings consistent with the requirements of AB361 to Kristine Mollenkopf, City Attorney, gave a brief staff report. She stated the State's mask mandate was set to expire on February 15, 2022 and the wastewater sampling done at the City's Wastewater Treatment Facility (WWTRF) show that the COVID19 virus levels had decreased from approximately 70% to 35% above normal. Al lengthy City Council discussion ensued regarding remaining virtual; having another discussion at the upcoming February 14th City Council' Work Session meeting which would allow upcoming Committeel Commission meetings to be held 100% virtually; not making the determination to remain virtual for convenience but rather based on determination unsafe circumstances still exist; frequency of WWWTRF sampling; and taking action on February 14th with findings the virtual meetings can continue until the next Regular City Council Mayor Andreatta opened and closed the discussion to the public with no comments and called for a motion. Councilmember Silhi motioned approval of the item and the motion was seconded by Councimember Joiner. INFORMATION ITEMS  Councilmember Silhi stated the final draft of the Regional Homelessness Committee had been sent to all jurisdictions and requested the draft be pushed out to the community for input.
