CALL TO ORDER by Chair Don Nelson at 3:05PM after Zoom audio issues were resolved. PLEDGE OF ALLEGIANCE led by' Vice Chair Richard Moore. 2. PUBLIC COMMENT ON NON-AGENDA ITEMS - none. 3. NEW BUSINESS 3.A. Approval of February 15, 2022 Independent Redistricting Commission Public Hearing #3 Commissioner Olcott noted the start time is listed incorrectly and should be 3:04PM. Gwen Scanlon, City Clerk, stated she would correct that. Commissioner Olcott motioned approval of the corrected minutes and the motion was seconded by Commissioner Robledo - Unanimously Approved. 3.B. Recommend the Independent Redistricting Commission conduct Public Hearing 4, to Receive and Consider Input Concerning the Two Redistricting Maps Under Consideration (IRC Preferred Map Kristine Mollenkopf, City Attorney, gave a brief staff report and stated the Independent Redistricting Commission (IRC) had narrowed the maps under consideration to two legally compliant maps, minutes. 1and 1c) and Adopt a Final City of Lincoln Redistricting Map. City ofl Lincoln Independent Redistricting Commission Public Hearing #4 Meeting Minutes PUBLIC HEARING ON FINAL MAPS UNDER CONSIDERATION 1 AND 1C Chair Nelson opened the public hearing at 3:10PM with the following comments: a) Eric Kurland, a Lincoln resident, forwarded his comments via email because he was unable to attend the meeting but his favorite map was Option 1. The emailed comments were forwarded to the b) Nelson Medeiros, IRC Commissioner, apologized that he couldn't attend the meeting in person but he was out of town on business. He continued that his favorite map is Option 1 and he agrees c) Valerie Jordan, IRC Commissioner, stated she was unable to attend the meeting because she was recently ill and voiced her concern that the option to meet virtually was not offered to Commissioners, her emailed comments are made a part of these minutes by mention thereof. SELECTION OF FINAL MAP Commissioner Olcott began the discussion by stating he disagreed with Eric Kurland's comments because the IRC was given instruction to base their decisions on the 2020 Census population numbers and not toi factor in future development. He concluded he was in favor of Map 1C because the population variance was significantly lower than Map 1. Commissioner Stewart agreed with Commissioner Robledo stated he agreed with most of Commissioner Olcott's statements but he favored Map 1 satisfies him better because it just moves one small portion from district 31 to district 5 A brief Commissioner discussion ensued on population balance and public comments. Commissioner Olcott motioned approval of Map 1C and Commissioner Eckstrom seconded the motion. By the following vote: Olcott - Aye, Eckstrom - Aye, Hague - Aye, Stewart - Aye, Balderas -No, Lewis - No, Robledo - No, Moore - No, Nelson - No, Jordan - Absent, Medeiros - Absent = Commissioner Balderas motioned approval of Map 1 and Commissioner Lewis seconded the motion. By the following vote: Balderas - Aye, Lewis = Aye, Eckstrom - Aye, Robledo - Aye, Moore - Aye, Nelson - Aye, Olcott - No, Hague - No, Stewart = No, Jordan - Absent, Medeiros - Absent - Map 1 Commissioner Olcott's comments and stated he was in favor of Map 1C. and Commissioner Lewis agreed. Map 1C Not Approved by a vote of 4- Ayes, 5- Noes, 2- Absent. Approved by a vote of 6 = Ayes, 3- Noes, 2- Absent. 6. COMMISSIONER COMMENTS Commissioner Balderas suggested more public participation would have occurred if the meetings were held ini the evenings sO working folks could attend. IRC thanked staff and Kate Doiron, FLO Analytics as well as Chair Nelson and Vice Chair Moore for their hard work. (map 1) (map 1C) Clayton KLHM District 2 Disfrich 5 3 District 4 District 3 AEE - GG Distrid5 Of the maps being considered, Icontinue to support Map 1 for thet following reasons. 1) Maintaining Communities of Interest is important, along with secondarily, the use of natural and physical boundaries. Without the legal requirement of balancing populations, Ibelieve District 41 would havei included all of Sun City Lincoln Hills, and District 31 would have included all of Lincoln Hills. Instead, for Map 1, - 1,060 residents were moved from Sun City Lincoln Hills and - 1,800 from Lincoln Crossing These moves were done to meet legal requirements. Therefore, Ido *not* believe we should move yet "another" 405 residents (on top of the original 1,800) away from Lincoln Crossing andi into District 5. This move (Map 1C) further erodes the communities ofi interest. Itadds yet another physical boundary (Danbury Dr.) which reduces the compactness of the map. And, even) just optically, the move appears odd as the area being moved would include Lincoln Crossing Elementary when the majority of Lincoln 2) Again, both Map 1 and Map 1C are considered legally acceptable. Those supportive of putting these - 400 residents into District 51 from District 3 appear tot feel so because the deviation is closer to 5 %. Ini the Feb 15th minutes, a statement was included from the Public Law Group that mentions that maps may fall out of compliance as populations fluctuate, that redistricting typically aims for 5%, etc. However, the statement is a very general statement, and *not* one that talks specifically to our city ofL Lincoln, and our residential growth. Ihave attached a map in whichlhave overlaid the City's own Development Activity Map (from Feb: 2022) with Map 1. Although showing both commercial and residential development, the majority reflects residential andi includes applications for development, plus If one considers where residential growth is primarily going since the last census (2020), it is *not* in District 3 but instead, in the other districts, with much residential growth already taking place in District 5. Just look at the construction already to date in the area across Joiner from Sun City (behind the Walgreens), or the area on the south side of Twelve Bridges Drive near Verdera. Int turn, if a decision is made to move yet another - 400 residents from District 31 into al District that has already seen significant growth since 2020 census (and is continuing to grow much faster than District 3), one is actually accelerating the rate at which any imbalance will occur. Soif one reallyi is concerned about safeguarding maps, keeping these - 400 residents in District 3 (and choosing Map 1)i is the better were moved into District 5. In September, 2021AB3 361 went into effect which allow Brown Act exemptions to continue if the legislative body makes findings indicating a state of emergency exists. The City Council made these AB 361 findings at a Special Emergency Meeting on January 11, 2022 due to the Omicron spike. This allowed virtual meetings for one month and Council subsequently made the same findings on February 8, 2022. However, the City Council had another discussion at their February 14th meetings and made the determination to return to in-person meefings for the Council, Boards, Committees and Commissions. We had a similar discussion at the last Independent Redistricting Commission meeting and the Commissioners declined to make the AB361 findings SO in-person meetings are required for all Commissioners. Iwill attend via Zoom since Ihave been committed to this process, my civic duty and role on the committee, butir register my protest about this unreasonable and inflexible decision. Please convey my feedback about this policy to the committee and city council on my behalf.
