Adopt RESOLUTION 2022-50 authorizing the City Manager or designee to execute a public art Kathryn Hunt, Library Manager, gave a brief introduction to the artist, James Phillips, who gave a brief powerpoint presentation. A brief City Council discussion ensued regarding: the location of the art; landscaping; and gratitude to the artist. Mayor Andreatta opened the discussion to the public with the a) Byron Chapman, al Lincoln resident, agreed that it was a great location and also thanked the Mayor Andreatta closed the discussion with no further comments and called for a motion. (1) Discuss priorities, strategies and desired outcomes for the use of the American Rescue Plan Act (ARPA) revenue received by the City of Lincoln; and if so desired (2). Adopt RESOLUTION 2022- 52 authorizing the Lincoln Business Grant/Assistance Program and direct the City Manager to execute necessary agreement for the administration of the program with the Lincoln Chamber of Commerce. Sean Scully, City Manager, gave a brief staff report and powerpoint presentation, made a part of these minutes by mention thereof. Mr. Scully introduced Tom Indrieri, Lincoln Area Chamber of Commerce (LACC) Chief Executive Officer, who stated the LACC would be happy to administer a grant program fora 5% administration fee and reported that the LACC would have technical assistance meetings with AI lengthy City Council discussion ensued regarding: starting out with $1million for business assistance and if needed could have funds ini future phases; an impartial committee review business assistance requests and who would make up that committee; using ARPA funds for hiring additional 6, 9 or 12 firefighters and how quickly these folks could be onboarded; Council's appreciation for LACC administering the business assistance program and if this program is successful a similar program could be done fora non-profit assistance program; and business assistance program justification is included in the resolution and will also be attested to on the application. Mayor Andreatta opened the discussion to the public with agreement for the City. interested businesses. the following comments: a) Gary McDonald, Executive Director of Lighthouse Resource Center, stated his support of the business assistance program and suggested the LACC receive 10% administration fee for their support of the program and requested the assistance be expanded to include non-profits like the Lighthouse. b) Byron Chapman, a Lincoln resident, state he supported the business assistance but requested at c) Tony Frayji, Frayji Design Engineering, stated this is a great program that shows cooperation of Citya and LACC and agreed that the LACC should receive 10% as an administration fee. COUNCIL INITIATED BUSINESS Mayor Andreatta requested Staff follow up on her previous request for a reception for the new City Sean Scully, City Manager, introduced Nita Wracker, Finance Director, who spoke briefly. Manager, Sean Scully. Councilmember Joiner requested an update on the Village 5 annexation and Sean Scully, City Manager, reported it will follow a similar path as the SUD-B/NEQ tax sharing agreement that was approved earlier in Councilmember Lauritsen stated he attended a Placer County Fire Safe Council presentation given by George Alves at a recent Lincoln Rotary meeting and wondered why the City no longer belongs to this Council. Sean Scully, City Manager, and Matt Alves, Public Safety Chief, stated they would discuss and the meeting and should come before Council in the next 3 months. report back to City Council. 12. INFORMATION ITEMS Mayor Andreatta reported she had been contacted by Business View Magazine who would like to doa a Councilmember Karleskint reported he had attended a groundbreaking at a new residential project in the feature on the City of Lincoln at no cost.
