He reviewed previous discussions from previous meetings. He is proposing a 4-person sworn team to focus on Homeless and quality of life issues, divided into two (2) two-person units providing 7 day per week coverage. He outlined how the program could conceptually work and cost of such a project: Approx. $10,000 startup costs, $648k initial year and $605k annually ongoing. Also would require dedicated vehicles down the road. Topics discussed were mental health need aspects, cost VS number of homeless residents that would be served, funding availability, proposed daily activities, establishment of a pilot 10.B. Adopt RESOLUTION 2022-85 approving the reclassification of a vacant position in the Police Department of a police officer to a police property and evidence technician and a police records clerk. (Matt Chief Alves presented the Staff Report explaining that the proposed changes would help to address current department staffing needs. Brief discussion ensued. Adopt RESOLUTION 2022-86 authorizing the Lincoln Fire Department staffing strategy and directing budget appropriations from the available standard allowance revenues and public safety tax share City Manager Scully presented the staff report explaining over the past three Lincoln City Council (CC) meetings the Council has discussed a variety of strategies related to American Rescue Plan Act of 2021 (also called the COVID-19 Stimulus Package/American Rescue Plan). Thus far, the City Council has approved Standard Allowance of $10M assumed loss allowable under the Treasury Final Rule (March 22, 2022 CC meeting). The Treasury's Final Rule with an effective date of April 2, 2022 which allowed for local agencies to accept up to $10 million in lost revenues as a Standard allocation to be used for general government services and directed staff to return with an analysis and suite of options for the hiring of6 to12 firefighters with Standard Allowance funding under the general governmental services provision (being presented as part oft this item). The concept is to essentially' "self-fund" a program with these funds in a Staff has now completed analysis under which the firefighter hiring strategy could be completed. The proposed resolution would direct staff to immediately begin recruitment in addition to authorizing budget adjustments for Fiscal Year 2021-22 to allocate the salary costs for those positions. Dr. Ellis encouraged continued enforcement of Code Enforcement at the airport, stating also that most of the hangars that could house expensive planes that would bring revenue to the airport are taken up hobbyists and not actual airplanes. He suggested offering transient parking and cleaning out the inoperable vehicles in the airport and parking lot. He also stated that Lincoln has the busiest small airport in the area.
