CALL TO ORDER - Chair Lyons called the meeting to order at 6:00PM  ROLL CALL - Commissioners present: Cross, Gilbert, Hutchinson, Lyons, Johnson, and McKinney. Vice Chair Manning was absent. Various Staff and Public were also in attendance in person  PLEDGE OF ALLEGIANCE - was led by Deputy City Clerk Dia Gix.  AGENDA MODIFICATION- - None  RESIDENTS ADDRESSING THE COMMISSION - None DISCLOSURE OF EXPARTE COMMUNICATION - None  CONSENT - Motioned by Commissioner Gilbert and Seconded by Commissioner McKinney to approve the consent Agenda. Approved by the following roll call vote: Hutchinson - Aye, McKinney Aye, Cross = Aye, Gilbert-A Aye, Johnson - Aye, Lyons - Aye, Manning = Absent. Those items  approved were: 7B  7AI Review and approve March 16, 2022 meeting minutes.  Adopt Planning Commission Resolution 2022-06 amending the Specific Development  Plan/Development Permit (Design Review) for a proposed 153,065 square foot independent living (three stories) facility with associated improvements on 8.2 acres located on the vacant commercially zoned property at the northeast corner of Colonnade Drive and the future Red Rock Road on assessors parcel number 329-010-077 and finding the environmental impacts have been adequately addressed under the Addendum to the Subsequent Environmental Impact Report (SEIR) and that no further analysis is required under Section 15162 of the California Environmental Quality Act Guidelines. (Property Owner: 5th Investor SF, LLC; Applicant: Lincoln Retirement Residence, LLC) Plan and Development Permit (Design Review) for a 3,500 square foot building and associated site improvements in the Lincoln Crossing Marketplace, at 145 Ferrari Ranch Road, APN 021-344-004 and Find the project Categorically Exempt under section 15162 (Subsequent Environmental Impact Reports and Negative Declarations) of the California Environmental Quality Act (CEQA), subject to the recommended conditions of approval (Property Owner/Applicant: Auburn Ravine Investors, LLC)  7.C. TENTATIVE PARCEL MAP FOR 219 E gth - Conduct a Public Hearing, Find that the  proposed project qualifies for a Categorical Exemption under Section 15315 Class 15 Minor Land Division, and thereby is exempt from further environmental review under the California Environmental Quality Act Guideline and Adopt RESOLUTION 2022-08 recommending that the City Council approve. a Tentative Parcel Map for 219 E gth Street to divide 0.97 acres into four R-1 - Single Family Residentially zoned parcels at the southeast corner of East gth Street and South Herold Avenue, on Chair Lyons opened and closed the public hearing at 6:06PM with no public comment. Approved unanimously.  8.B.  EPIC SPORTS CARDS - Conduct a public hearing, Determine that the project is exempt  from the California Environmental Quality Act (CEQA) under Section 15301, Class 1 Existing Facilities and Adopt RESOLUTION 2022-09 approving a Conditional Use Permit for the sale and on-site consumption of alcoholic beverages in conjunction with a sports card memorabilia store, Epic Sports Cards. The project is located at 731 Sterling Parkway, Suite 300 (APN 1330-190-004-000); Applicant: Chair Lyons opened and closed the public hearing at 6:26PM with no public comment. Following brief discussion Motioned by Commissioner Gilbert and Seconded by Commissioner Johnson to approve the  Brett Shaffer, Epic Sports Cards. Resolution. Approved unanimously.  9.
