Avenue (Route 122)/Forest Road (Route 221) and Independence Boulevard (Route 122), including Valleyview Road. The results oft thes study performed by Clark- Nexsen with public input conçluded two alternatives tol help safety and traffic flow under current and future conditions. The final study, Alternative 1 was a right turn lane from Longwood. Avenue onto Independence Boulevard that would clear traffic to move eastbound tol Forest Road more efficiently. This was as short-term solution that would not fully address all: safety and traffic volume issues into the future. Alternative 2 was a new, all-inclusive roundabout that would include all roads coming into thei intersection. The released in April 2021 after Council reviewed the drafti in March 2021, called out two alternate solutions. Recommendations in thet traffic study noted: Based on existing conditions and future projections, Alternative 2 would bet thei ideal option for future roadway needs that will enhance safety while accommodating future capacity. This alternative improves traffic operations int the future years with levels ofservice better than existing while also improving safety by reducing potential intersection conflicts. While Alternative 2i is significantly more expensive than Alternative 1,i it would provide a more complete and long-term solution for both vehicular and pedestrian traffic operations with al level of service ofB for the Year 2045. The roundabout solution was known to be al long-term endeavor and Council discussed options for moving forward and for paying for it. The only funding option that would pay for the full project was determined tol be SMART SCALE from' VDOT, which works through Ati its meeting on November 14, 2023, Council discussed the roundabout solution after a presentation by VDOT that showed other uses ofr roundabouts in the local VDOT area. Council decided to pursue the SMART SCALE funding at that time and authorized applying for the pre-application that would be due in April 2024 ahead ofthe final application duei in August 2024 in order to geti in the two-year Staff have been working closely with VDOT since that time. D. The rights herein granted are divisible and assignable in whole or inj part by the Town of Bedford. E. The terms, covenants and provisions of this easement shall extend to and be binding upon the heirs, executors, administrators, personal representatives, successors and assigns of the parties hereto.
