Minutes of the Town ofBedford The Redevelopment and HousingAuthority The Redevelopment and Housing Authority held a regular meeting on Thursday, February 8, 2024, at 5:40 p.m. in the Town Municipal Building Council Hall. Prior to the start ofthe Authority meeting, the Redevelopment and Housing Authority members present: Jim Messier, Chair; Rusty Mansel, Vice Chair; Hilltop CDBG Management Team meeting was held. Frances Coles; Gail Davis; Georgiann Watts; and David Foster Redevelopment and Housing Authority members absent: Ann Duncan Building Official; and Cathy Johnson, Clerk to the Housing Authority Town Staff absent: Anne Cantrell, Finance Director Other present: CG Stanley, Town Council CALLTOORDER: Town Staff present: Mary Zirkle, Director of Planning and Community Development; Gary McIver, Mr. Messier opened the meeting and asked the Clerk fort the roll call. The Clerk gave the roll call and it was determined that there was a quorum. APPROVALOFMINUTES: Ms. Coles made a motion to adopt the revised October 12, 2023, minutes and Mrs. Davis seconded. CONSENT: AGENDA: Ms. Zirkle gave the financial reports on behalf of Anne Cantrell, Finance Director. She stated that currently there is $30,548.22 cash on hand in the Housing Authority account.. The Authority reviewed the Year-to-Date Budget Report for the month ofI December. INFORMATONITEMS: Ms. Zirkle stated that the Town Attorney sent a letter to Mr. and Mrs. Moon at 530 Otey Street regarding the fence encroachment on the South Street property on behalf ofthe Housing Authority. She stated that the letter addressed options as discussed by the Authority at its last meeting. She stated that the issue of Next, Ms. Zirkle gave an update on the Plunkett Street property owned by the Housing Authority. She mentioned that the Town Economic Development Authority discussed interest in the property as long as it has a clear title. She stated that she recently got a name ofc one oft the heirs of the property. Next, for the strategic plan project, the Authority was given a draft "RHA Strategic Plan Completion Schedule" dated February 8, 2024 for the Board review.
