Mayor Webb read into the record a Proclamation honoring and recognizing the Abingdon High School VHSL Class 3 Boys' State Championship Cross Country Team. Mayor Webb and Council presented the team members and coaches with a framed Proclamation. Association student video contest. Mr. Phillips' video was played. Mayor Webb also recognized Dylan Phillips for winning the Virginia School Board - PUBLIC: HEARING- None J. RESOLUTIONS 1. Ordinance regarding proposed Abingdon Arts Commission - James Morani, Town Town Manager James Morani advised that a discussion was held at a work session and was being presented for action. Mr. Morani suggested that the Council adopted the Ordinance, dispense with the second reading, and make it effective immediately to seek candidates for appointment in January. Mr. Morani stated that it is an advisory commission that Council had a desire to establish, promote arts and culture in the community to bring contributions and make Manager (VIDEO 48:33-51:53) recommendations on programs and events. On motion of Mr. Owens, seconded by Mrs. Quetsch, approved the Ordinance establishing the Abingdon Arts Commission as presented. Ordinance regarding proposed Veterans Advisory Board - James Morani, Town. Manager Town Manager James Morani stated that this Ordinance was similar to the Abingdon Arts Commission and that Council expressed an interest in establishing a board that can promote not just one particular location, but promote programs and raises awareness of Veterans in the community in its entirety. 114- December 6, 2021 Regular meeting minutes Mayor Webb communicated before the meeting whether a public hearing would be held regarding this Ordinance and answered incorrectly. Mayor Webb stated that with this type of Ordinance that aj public hearing was not necessary, however, he allowed Richard Morgan to speak. Town Manager. Morani clarified that the Veterans Memorial Park Foundation is a 501(c)(3) and is not an official advisory board to the Town. Discussion ensued. Mayor Webb stated that this Board is not created to competing entity or a mutually exclusive venture, and work with the Veterans Memorial Park and the 501(c)(3) that is in existence. Mr. Owens added that was considered to enhance others. Mr. Morani stated that there are lots of community events that can be done to promote and recognize Veterans, with a broader vision or goals rather than encompassing one piece ofp property. Mr. Morani stated that as Member Owens stated that it would enhance the efforts made in the community to honor Veterans. Member Owens felt that since there was aj public speaker that a second reading was warranted. Webb declared this matter would move to second reading. L. SECOND READING OF ORDINANCES M. CONSIDERATION OF BIDS N. NEW BUSINESS Mayor Webb questioned, "Shall this proposal be rejected?" Hearing no objections, Mayor 1. Update regarding The Meadows sports complex - Michael Surrett, Senior Management Assistant, Jennifer Johnson, Director of Recreation and Kyle Pollard, Assistant Director of Recreation (VIDEO 58:34-1:03:25) Senior Management Assistant Michael Surrett announced that construction was 80-85% Mr. Pollard advised the goal was to focus on our community, working with the local schools and local sports organizations for use Monday - Thursday. Tournament reservations include thirty weekends and will begin April 22, 2022, with fifteen baseballs and fifteen softballs. COUNCIL MEMBER REPORTS (VIDEO 1:04:01-1:06:29) -115- December 6, 2021 Regular meeting minutes Mayor Webb expressed that the Kiwanis Christmas parade was fantastic and he felt that it Counsel Cameron Bell added that it would be remised on the Cross Country awards not to acknowledge the great services of Coach Don Cumbow and the foundation that he laid that ultimately led to this accomplishment. Mayor Webb stated that a tribute was held on the Virginia was the largest parade thus far and hope that next year's trumps it.
