Minutes ofthe TownofBedford The Redevelopment and Housing gAuthority The Redevelopment and Housing Authority held a regular meeting on Thursday, April 11, 2024, at 5:40 p.m. in the Town Municipal Building Council Hall. Prior to the start oft the Authority meeting, the Hilltop Redevelopment and Housing Authority members present: Jim Messier, Chair; Rusty Mansel, Vice Chair; Redevelopment and Housing Authority members absent: Ann Duncan; Georgiann Watts; David Foster; Town Staff present: Mary Zirkle, Director of Planning and Community Development; Gary Mclver, CDBG Management Team meeting was held. and Françes Coles and Gail Davis Building Official; and Cathy Johnson, Clerk to the Housing Authority Town Staff absent: Anne Cantrell, Finance Director CALLTOORDER: Mr. Messier noted that there was not a quorum to officially open the meeting for business and action items. He asked the Clerk for the roll call and it was determined that there was not a quorum to take action. Since Mr. Friedman was present on Zoom, the Authority agreed to move into information items that did not require action. APPROVAL OFI MIINUTES: Since there was no quorum to conduct business, the minutes from March 14, 2024 will be included on the May agenda. None. CONSENT. AGENDA: INFORMATIONITEMS: Ms. Zirkle turned over the discussion to Mr. Andrew Friedman with Progressive Housing Solutions, LLC. Mr. Friedman joined via Zoom and gave al briefoverall review. Mr. Friedman discussed thei inputs the Mr. Friedman read the modifications made to the "Mission Statement", the "Vision Statement", the "Values". Authority members present agreed with the changes. Mr. Friedman will update the statements for the Authority to take action in May. Next, Mr. Friedman shared his screen and gave a summary of the "SWOT" Analysis and the "Competitive Advantage" discussed at the March meeting. Mr. Friedman explained that what is reviewed is not a commitment but a general analysis. He is working on the draft strategic plan as discussed since last Fall. He will have more to discuss in May when he is in person with the draft. He concluded that certain sections of the plan are required by Virginia Housing. Authority presented at the March meeting. During the discussion, the Authority asked and suggested the following: Join other partners such as Virginia Housing Alliance or Virginia Housing Coalition. Add' "communicate the plan" under #21 to reach more people The need for affordable housing for Seniors or senior accessible housing. Make homes ADA compliant Helping current homeowners and offering new opportunities. Building affordable homes on vacant lots Need additional full-time staff Educate public - program for first-time homebuyer Mr. Friedman stated that everything is on schedule. He stated that hopefully the plan will be finalized and Next item of discussion, Ms. Zirkle stated that the Authority is likely looking for another Housing Authority member. She is expecting Mrs. Gail Davis' resignation soon due to her new. job. She asked if the members knew ofa anyone interested to let her know. She stated that the vacancy will still be Lastly, Ms. Zirkle stated that the FY25 budget will be an action item on the May agenda. the Authority is able to take action in.
