MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROM' TOWN MANAGER Consideration of preliminary plat sidewalk waiver for 968 Main Street, Tax Map ID (104C1-1-27) - Mayana Rice, Director ofCommunity Development (VIDE021:31- Mrs. Rice said Richard and Darlene Hagy, owners and appliçants, requested subdividing 968 West Main Street with no visual difference in the parking, access, or easements between the two properties. The request included no additional construction, with the primary goal being for 34:01) ac division and purchase. Thel Planning Commission approved the subdivision and voted 4-1 to approve the sidewalk waiver. Mrs. Rice advised should the Council approve the sidewalk waiver; the applicants would continue to the final plat. Ifdenied and you request sidewalks be constructed, the applicants would redesign their plat to include the construction of sidewalks. The waiver request is from the requirements of Section 6.7 oft the Town Code. Mrs. Rice stated a review by the Town Engineer who reviewed the five-lane section of West Main Street carries an annual average daily traffic of 21,000 in each direction. She added the sidewalk connection could not be made on either side of the proposed subdivision, with the nearest sidewalk location approximately 0.4 miles to the East. Mrs. Rice advised Planning Commission's final motion was to request that the applicants put a 10-foot sidewalk easement on the final plat; having a right-of-way and easement should VDOT and the Town install a full sidewalk project on West Main Street. The applicant agreed to dedicate a 10-foot easement, include the conveyance in the deed, and ask the surveyor toj place it ont the plat for approval. Main Street, Tax Map ID (104C2-A-1) - Mayana Rice, Director ofCommunity Development (VIDE034:03- Mrs. Rice stated applicants Dirk Crandell and. James A. Tench, owners, and Kelly Graham, applicant requested the subdivision of 1060 West Main with no visual difference in the parking, access or easements between what is considered to be the "Antique Barn" and the "Stone Mill Village" buildings and businesses. The request included no additional construction, with the primary goal being for a division and purchase. The waiver request is from the requirements of 38:57) Section 6.7 oft the Town Code. The Planning Commission approved the subdivision and voted 4-1 to approve the sidewalk waiver and requested a 10-foot easement for a future potential project with VDOT and the Town toi install a full sidewalk project on all ofWest Main Street up to the intersection of Old. Jonesboro Road. Mrs. Rice stated that the Town Engineer who reviewed this section of West Main Street carries an annual average daily traffic of 16,000 in each direction. Mrs. Rice said the argument was a slight difference in whether the sidewalks were installed would put pedestrians out to an intersection with no pedestrian accessibility. Consideration of awarding comprehensive sanitary sewer and related engineering services to The Lane Group - Tyler Vencill, Engineer (VIDEO 38:58 - 43:50) Mr. Vencill provided al briefbackground regarding the project. In 2019 the Department of Environmental Quality and Mount Rogers Planning District offered grant money for localities in Southwest Virginia with sanitary sewer to perform system-wide evaluations for inflow and infiltration of stormwater that is treated at the wastewater treatment plant. Phase One priority was submitted for construction funding through the Virginia Clean Water Revolving Loan Fund. The Town was awarded $3,336,800, zero percent for thirty years from VRA with 50% forgiveness paid by DEQ to perform the construction associated with the firstround ofstudy. Mr. Vencill stated that to complete the closing process ont thel loan documents, we must have an awarded bid document to have comprehensive engineering to take the study into a set of bid documents. The Town posted a Request for Proposals on February 27, 2022 and received three proposals on March 18, 2022. Mr. Vencill said interviews were held on April 19 and 20, 2022 with the panel recommending The Lane Group. Mr. Vencill requested the Council authorize the Town Manager to sign any and all documents associated with entering into ac contract with The Lane Group to perform these services. Councilmember Owens questioned ifthis was needed to reçeive the $3,000,000. Mr. Vencill responded that the Town had been awarded that amount; however the Virginia Resource Authority will not close on a loan for an undetermined amount that requires the Town to submit a set of plans to bid and then award the bid, sO VRA will have a contract to award and convert to the financing and award the money. Mr. Bell stated that we would hire engineers to design the construction RFP to get it out to award it to somebody to build and the Town to receive its money. Mr. Vencill further stated this RFP is for engineering services to perform additional engineering services related toi the SSCS study, the Town is conducting al Phase II study similar to Phase I, with an additional construction application due in July. On motion of Mr. Owens, seconded by Mrs. Pillion, approved the Town Manager to sign any and all documents to execute awarding comprehemnsivesanitary sewer and related engineering service to The Lane Group.
