nasqvg/onglagod PLANNING COMMISSION The Planning Commission held a regularly scheduled meeting on Thursday, April 4, 2024, at 5:30 p.m. in Planning Commission members present: Jason Horne, Chair; Frances Coles, Secretary; Brock Malcolm; CG the Town Municipal Building Council Hall. Stanley, Town Council Representative, Curtis Marshall; and Cynthia Gunnoe (via Zoom) Planning Commission members absent: Lonne R. Bailey, Vice Chair Town Staff present: Mary Zirkle, Director of Planning and Community Development; and Cathy Johnson, Clerk oft the Commission Town Staff absent: None CALLTOORDER: Since this was the annual organizational meeting for the election of officers, Ms. Zirkle called the organizational meeting to order at 5:30 p.m. Ms. Zirkle asked Ms. Johnson forar roll call. DETERMINATION: OF QUORUM: There was a quorum to conduct business with six members present, one of which joined via electronic means via Zoom. Pursuant to the Town of Bedford Planning Commission Bylaws and Rules of Procedure Section 5.8 Participation in Meetings Through Electronic Communications", Ms. Gunnoe joined via Zoom from her residence under the medical exemption. PLECTIONOFOPICERS: nomination of Chairman. Ms. Zirkle initiated the organizational meeting for election of officers. Ms. Zirkle opened the floor for Ms. Coles made a motion to nominate Mr. Jason Horne as Chair, and Mr. Curtis Marshall seconded. There being no further nominations, Mr. Marshall made a motion to close the nominations. The motion carried by a roll call vote of6 6-0, to select Mr. Horne as Chair. The meeting was turned over to the Chair to continue the nominations for election of officers. Mr. Horne opened the floor for nominations of the Vice Chairman. Ms. Coles made a motion to nominate Ms. Lonne Bailey as Vice Chair, and Mr. Malcolm seconded. There being no further nominations, Mr. Marshall made a motion to close the nominations. The motion carried by a roll call vote of 6-0 to select Ms. Mr. Horne opened the floor for nominations oft the Secretary. Mr. Marshall made a motion to nominate Ms. Frances Coles as Secretary, and Mr. Stanley seconded. APPROVALOFN MINUTES: Upon a motion by Mr. Malcolm and seconded by Ms. Coles, with six members present voting aye, the March 7,2024, minutes were approved as presented. STAFF & COMMITTEE REPORTS: Ms. Zirkle stated that Town Council officially adopted the Town of Bedford Zoning Ordinance Text and Map Amendments at its March 12, 2024 meeting. She stated that the old ordinance text on Muniçode was removed and will be replaced with the new text. She stated that electronic and printed copies would be made available and there is a link to the full text on the Town website. She stated that the Planning Commission will receive direction from Town Council of what it might want to change on short-term rentals and digital Next, Ms. Zirkle gave a Comprehensive Plan revision update. The Town received six Requests for Proposals (RFP) and the committee rated. She mentioned that due to a conflict of interest, Mr. Bart Warner, Town Manager, sat in her place. She stated that both Mr. Horne and Mr. Stanley were on the committee and offered for them to share if they had any comments on that. Mr. Stanley stated that there were good applicants and Next, Ms. Zirkle shared a draft Temporary Sign and Banner Compliance Notice and slide presentation created by Gary McIver, Building Official/Code Enforcement Officer. She wanted to inform the Planning Commission on the proposed approach on how to enforce sign violations as written in the Notice. Ms. Zirkle explained that signs are never allowed within a street right-of-way by illustrating that the road side is public Ms. Zirkle stated that currently Mr. McIver talks to the businesses in violation of Town Code Sections for the sign ordinance. For this current effort, staff considered hand delivering a compliance notice to everyone in violation to give adequate notice of. June 1, 2024, to comply.
