Public hearing to solicit public input on local community development and housing needs ini relation to Community Development Block Grant (CDBG) funding for aj potential Tonya Triplett, Director of] Economic Development and Tourism, advised Council the public hearing fori information regarding the Virginia Department ofHousing and Community Development provides funding for local governments to address critical community development needs. Mrs. Triplett stated approximately $17,000,000 was available this budget year, and the  limited to five (5) minutes per person.  project in our community. (VIDE011:18-15.12)  Town will apply.  Mrs. Triplett provided the example ofa $400,000 grant that allowed the Town to distribute $336,000 to small businesses toj provide meals tol Faith In Action during Covid-19. President and Executive Producer Deidre Cole thanked the Council, citizens, and Tonya Triplett for their support, invited Council to attend ai ribbon-cutting for the juried arts and crafts and  Deidre Cole, Executive Producer (VIDEO 15:20 2 20:42)  announced a call for volunteers. 0. OLD BUSINESS (VIDEO: 20:49-31:17)  P. MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROM TOWN MANAGER  1. Wastewater Operations Report - Ryan Sullivan, Woodard & Curran    - 76- July 11,2022  Council meeting minutes  Ryan Sullivan and Chris Pritt provided Council with a quarterly report regarding the operations at the Wolf Creek Water and Reclamation facility. Councilmember Mike Owens  stated it was refreshing to see accountability and work accomplished.  (VIDE031:18-32.56)  Town Manager Mike Cochran provided Council with a diagram regarding the proposed Court Street realignment, including as single lane in a single direction. Hei felti it was a good design and would maintain parking for the Courthouse and businesses for approximately 1 % to 2 years during construction. Mayor Webb said he was happy tol be coordinating with the County and looks  suitable for everyone.  Q. COUNCIL MEMBER REPORTS - None  S.A APPOINTMENTS TO BOARDS AND COMMITTEES (VIDEO 33:10-50:28)  On motion of Mr. Owens, seconded by Mr. Anderson, to convene in closed session pursuant to CodeofVirginia, 1950, as amended, Section 2.2-3711(A)(1) for the purpose of considering applications for appointment for position(s) on Recreation Advisory Commission, Board of Building Code. Appeals, Board of Zoning Appeals, District Three Government Cooperative, and Sustain  Abingdon.
