Proclamation celebrating the Constitution started by the Daughters oft the American Revolution designating September 17-24, 2022, as Constitution Week. (VIDEO 10:41- 13:36) Mrs. Pillion read the proclamation into the record, and Council presented Lila Thurmond with ai framed Proclamation. Resolution supporting the Virginia Highway Safety Improvement Program (VIDE013:53- 17:03) -94- September 6, 2022 Council meeting minutes Director of Public Works Michael Surrett said the Virginia Department ofTransportation opened funding for specific projects, requiring a Council Resolution. The Resolution would support. Local Systemic Initiatives projects, including high-visibility signal backplates, flashing yellow arrows, curve delineation, pedestrian crossings, and road diets. Mr. Surrett stated that this program is one-hundred percent funded by VDOT and will be a twelve-month cycle. Discussion ensued. On motion ofMr. Owens, seconded by Mr. Anderson, approved thel Resolution supporting the Virginia Highway Safety Improvement Program as presented. CONSIDERATION OF BIDS N. NEW BUSINESS 1. Presentation from Virginia Highlands Festival (VIDEO 17:20-27:50) upcoming events. Mr. Henderson thanked the Council for their continued support. 2. Presentation: regarding Washington County Public Library's Storywalk Board President Ryan Henderson shared a VHF highlight presentation and discussed Library Director Molly Schock and Amanda Bailey, Community Engagement and Ms. Bailey announced the Storywalk as a moving library between The Meadows' soccer and baseball fields. She said the Kiwanis Club sponsored the project at no cost to the Town. Mayor Webb questioned when the story would be changed, with Ms. Bailey responding monthly. Mayor Webb conveyed that one goal for The Meadows was to give something to everyone and Information Technology Librarian felt this project complemented the development. 0. MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROM TOWN MANAGER -95- September 6, 2022 Council meeting minutes Town Manager Mike Cochran conveyed the Court Street closure was working well with the barriers in place, and the businesses could maintain their customer base. Mayor Webb said that several business owners were pleased with the temporary traffic adjustments and questioned whether it was something the Town would consider in the future. 2.
