PROCLAMATIONS (VIDEO 20:11- 46:00) and State Indoor track teams framed Proclamations to the members. 1.F Proclamation tol honor and recognize the Abingdon High School Boys' and Girls' Regional Mayor Pillion read the Proclamation into the record. Viçe Mayor Anderson presented 2. Proclamation of National Garden Week, June 4 -10, 2023 ai framed Proclamation to members ofthe Abingdon Garden Club. 3. Proclamation recognizing June as PTSD Awareness Month Councimember Quetsch read the Proclamation into the record. Mayor Pillion presented Councilmember Austin read the Proclamation into the record. Mayor Pillion presented a framed Proclamation to the members oft the Town of Abingdon Veterans Advisory Board. Chair Kiser thanked the Council for their support and Kyle Craig presented ai report. - PUBLIC! HEARING (VIDEO 46:06-4 46:42) 1. Public Hearing - An Ordinance oft the Council for the Town of Abingdon, proposing a budget, make appropriation for the current expenses, and to fix a tax rate upon real and personal property for the fiscal year beginning July 1,2023 and ending June 30, 2024. Mayor Pillion opened the public hearing. Hearing no comments, Mayor Pillion closed the public hearing. J. RESOLUTIONS K. FIRST READING OF ORDINANCES (VIDEO 46:47-1 1:50:25) 1. An Ordinance of the Council for the Town of Abingdon, proposing a budget, make appropriation for the current expenses, and to fix at tax rate upon real and personal property for the fiscal year beginning July 1,2023 and ending June 30, 2024. Town Manager Mike Cochran and Director of Finance Steve Trotman presented the proposed budget to Mayor Pillion and Councilmembers. Discussion ensued. Mayor Pillion questioned shall thej proposal be rejected. Hearing no comments, the matter will continue to a second reading at the mid-month meeting. L. SECOND READING OF ORDINANCES M. CONSIDERATION OF BIDS N. NEW BUSINESS 0. OLD BUSINESS P. MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROM TOWN MANAGER (IDEO1S036-2453) 1. Quarterly report from Public Works Department Director of Public Works Michael Surrett provided Council with a quarterly update including keynote projects, Virginia Creeper Trail trestles and Virginia Department ofTransportation items. Town Manager Mike Cochran reminded Council regarding the. July 1st Independence Day Celebration and thanked the Abingdon Fire Department and Police Department for making the Cruisin' Classic Car Show al huge suçcess. Q. COUNCIL MEMBER REPORTS (VIDEO 2:05:38-2:10:27) Mr. Austin commented on1 the opening of the splashpad, and the Veterans Memorial Day Vice Mayor Anderson discussed the daycare for kids at the Coomes Recreation Center, the Washington County Public Library programs, the Veterans Memorial Day event, Barter Theatre's. June 10th birthday celebration, and swimming lessons at the Coomes Recreation event had a wonderful turnout. Center. Mayor Pillion echoed the comments regarding the Veterans Memorial Day event and the splashpad. She also thanked everyone involved in the Field of Flags ceremony and stated that she appreciated the vigorous and healthy debate regarding the FY 23-34 budget. R.
