Mr. Austin read the Proclamation into the record. Mayor Pillion and Council presented a framed Proclamation to Brown Dental Associates. - PUBLIC HEARING J. I RESOLUTIONS K. FIRST READING OF ORDINANCES (VIDEO 14:21 -1 18:43) 1. Ordinance proposing an amended budget and make appropriations for the amendment of current expenses and revenues for the fiscal year beginning July 1,2023, and ending June 30, DirectorofFinance Steve Trotman presented the current General Fund budget appropriated anticipated loan proceeds for the purchase of three police vehicles; the proposed amendment tot the current General Fund revenue budget replaces loan proceeds with a transfer from the ARPA Fund for the same expenditure purpose. Basically, the ARPA Fund expenditures are amended by $204,000 as a transfer to the General Fund. The ARPA revenue source will increase by use of On motion of Mrs. Quetsch, seconded by Vice Mayor. SECOND READING OF ORDINANCES February 5, 2024 Council meeting minutes 10- M. CONSIDERATION OF BIDS N. NEW BUSINESS O. OLD BUSINESS (VIDEO 18:52-21:12) P. MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROM' TOWN MANAGER 1. Presentation from Betsy White, Executive Director of William King Museum of Art - moved Town Manager Mike Cochran thanked Public Works, Police and Fire Department for their tandem work for the recent storm response with the roads being cleared within five hours. He also reported that starting on Sunday, the Coomes Recreation Center would open from 1:30 to 6:00 pm with a goal to be a wenty-tour-hour center soon for the weights and exercise tol February 22, 2024, meeting equipment. COUNCIL MEMBER REPORTS (VIDEO: 21:12-27:15) Councilmember Quetsch highlighted a couple of things and a lot of good information on infrastructure in our packet and online. She discussed the signalization repairs on Valley Street is ongoing, banner poles, sinkhole repairs and a smart scale for Hillman Highway and Old11 Drive, Route 609 VDOT project has begun, and VDOT parallel route signal improvements plans along US1 Main Street Corridor, Jonesboro Road and Street awarded start date April 22, 2024. Mrs. Quetsch encouraged everyone to visit the Town's website for a complete list of projects. Councilmember Austin discussed the dissatisfaction with not having a right turn lane as you exit Winterham with the Exit 17 project that was just completed. He stated he continually tells people that the Town has no control over VDOT and their designs but regardless of that I think that we take, unfortunately, the blame for some of those things. Town Manager Mike Cochran advised Mayor Pillion said the Town had the most amazing staff and they work very hard, and anytime we get a call from the constituent about something, and we pass it on to the Town Hall it seems likei it'staken care ofquickly. She stated that for anyone attending or watching everl has a question or a problem let one of us know and either we'll find the answer, or the staff knows the answer.
