A. WELCOME - Mayor Pillion B. ROLL CALL Members of Council Present: Donna Quetsch Derek Webb Vice Mayor Anderson Mayor Pillion Wayne Austin C.APPROVAL OF AGENDA (VIDE03:11-3:46) On motion of Mr. Webb, seconded by Vice Mayor Anderson, approved the agenda as presented. Anderson Mayor Pillion Aye Aye Aye Aye Aye Mayor Pillion discussed the rules and regulations regarding the Town Hall meetings. D. TOWN HALL TOPIC(S): (VIDE0430-2424) 1. Citizens' quality oflife and visitors' town experience - noise ordinance. - James Gregory Lilly Greg Lilly addressed the Council with his concerns regarding citizens' quality of life and visitors' town experience regarding the Town's noise ordinance. Mr. Lilly specifically addressed vehicles having loud engines, mufflers, stereos, and barking dogs. Discussion ensued. June 20, 2024 eeting minutes -54- Mr. Webbasked! Mr. Lilly ifhe had a suggestion on how toi remedy the situation. Mr. Lilly suggested that public communication regarding animals and stereo volume was crucial, as ignorance of the law was a common issue. Discussion included sharing information on social media, sending a mailer and the Monday with the Mayor" initiative. Mayor Pillion noted that sometimes the individuals causing noise were not Town residents. Brad Dorris spoke about larger issues with the noise ordinance, including tools and resources needed to enforce the law. He suggested that the Town should publish updated (Chapter 10. Animals ts/ecode0.coma7176619877601X Chapter 30. Mr. Dorris also mentioned that there is no confidentiality clause in the Code Enforcement form. Mayor Pillion asked Counsel Cameron Bell about the legalities of the form and requested Ordinances and provide a hyperlink to corresponding Ordinances.
