Board Meeting Highlights Regular Session September 11,2017 The Gates County Board of Education met in regular session on Monday, September 11,2017, at the Gates County Board ofEducation Central office. Chairman Felton called the meeting to order at 5:07 p.m. The following board members were present: Ray Felton, Glendale Boone, Leslie Byrum and Claire Whitehurst. Mrs. Whitehurst made a motion to go into closed session to discuss personnel as outlined in North Carolina General Statute 143-318.11(a)(6). The motion was seconded by Mrs. Boone, and the board approved the motion unanimously. The Mr. Felton reconvened open session at 6:00 p.m., with the following board members present: Ray Felton, Glendale Boone, Leslie Byrum, Claire Whitehurst and Dr. Daniel Dickerson. Mr. Felton informed that the agenda needed to be amended to delete items from the Consent Agenda. Items Twenty-seven through Thirty-One, which consist of the School Improvement Plans for each of the schools, require further review, and therefore a request has been made to delete. There is also ai request to add Item Thirty-Four, which is the approval oft the Local AIG Mr. Byrum made a motion to approve the amended agenda with the deletions of Items 27-31 and the addition of Item 34. Mrs. Boone seconded the motion, and the board members approved the Board entered into closed session at 5:07 p.m. Plan Development Planning Document. motion unanimously. There was ai moment of silence followed by the Pledge of Allegiance. There were: no items for Public Comment. Chante Jordan, Exceptional Children' s Director, on behalf of the Gates County Educational Association for Excellence, presented the Jernigan Mini-Grant, in the amount of $500.00, to Michelle Newsome, teacher at Buckland Elementary School. The Mini-Grant is provided by Dr. Phyllis J. Broughton, and is in memory of her parents, Mallie and Virginia Jernigan. Mallie was born and raised in Gates County and attended Gates County Public Schools. This Teacher Mini- Grant is given to a K-5 teacher employed by Gates County Public Schools to enhance student learning opportunities. Dr. Broughton was unable to attend tonight's meeting. During the Superintendent's. Report Dr. Williams provided some insight on House Bill 13, requiring maximum classroom size in K-3 classes. He noted that often times when the Legislature is considering issues, they look to the bigger counties, and what is in their best interest. However, in this situation, the bigger counties are struggling, as well, with how to implement this. He noted that Wake County Superintendent Dr. James Merrill has commented that having to meet these requirements without state funding is going to be devastating to his county. Here in Gates County, we will need an additional three teachers and two teacher assistants. We all want small numbers in our classrooms, but with local funding stretched thin, we are struggling toj provide for our students, and not cut our art, music and physical education classes. He asked that we be cautious about negative comments directed at the Legislature, because this has not helped our cause in the past. Wel hope, with information provided by the Dr. Williams also gave some information about the new principal salary schedules. They will impact our principals greatly. North Carolina principals' salaries were. listed as number 50 in the nation in 2016. In the past, principal salaries were based on years of service, performance and number oft teachers at the school. The new schedule is based on the students' growth plan and will be detrimental to our veteran principals, and penalize our talented administrators. This is another area ofconcern for the public education system in our state. Again, we are hoping for a Dr. Williams then gave an update on the Central Middle School project, and stated that he, Ray Felton and Daniel Plyler, Contractor, met to discuss the pre-qualification packages received. They discussed the scope of work with information about the potential bidders. He is optimistic that demolition of the gth grade wing will begin in December, 2017 or January, 2018. He gave an update on the progress at Central Middle School as follows: 1. The drainage system at the new: main entrance has been completed. 2. Everything has been moved out of the gth grade wing. 4. Heaters have been ordered for the seventh grade wing. Plan to have them installed by Sept. 10. We are looking into pricing for aluminum bleachers that will be installed in the old gym at 11. Meet with contractor to get prices for a covered walk for students at Central. This would be used for travel between mobile classrooms and the main building. Talked with contractor this afternoon and he said that he would have options and pricing for me next week. 12. Existing dumpsters behind the school have been moved for safety purposes. Mr. Felton stated that he and Dr. Williams had met with the architect about the final drawings and they have been given to the contractor. He also stated that we have kept the commissioners well-informed of the progress. Working with the county, we were able to savea trailers. by September 20th.
