MINUTES OF RETREAT OF THE CITY COUNCIL - CITY OF SANFORD SANFORD, NORTH CAROLINA The City Council met at The Mayton, located at 201 South Academy Street, Cary, NC, on Friday, March 1, 2024, at 9:00a.m., to hold the second day ofitstwo-day annual retreat. The following people were present: Mayor Rebecca Wyhof Salmon Council Member Jean Dabbs Council Member Linda Rhodes Council Member James Williams City Attorney Susan Patterson Assistant City Manager Beth Kelly Deputy City Clerk Vicki Cannady Council Member Byron Buckels Mayor Pro Tem Mark Akinosho Council Member Walter Ferguson Council Member Charles Taylor City Manager Hall Hegwer City Clerk Bonnie Davis Assistant to the City Manager Holly Marosites Absent: Call to Order Closed Session Mayor Salmon readjourned the meeting from the previous night's recess. Council Member Dabbs made the motion to goi into closed session in accordance with N.C.G.S. 143.318.11(a)4), to discuss matters relating to the location or expansion of industries or other businesses in the area served by the public body; and (6), for the personnel exception. Seconded by Council Member Rhodes, the motion carried unanimously. Return to Regular Session Council returned to regular session. Strategic Framework Discussion (Exhibit) Assistant to the City Manager Holly Marosites stated that she had updated the City's Strategic Framework summary (attached as Exhibit. A)based on feedback received from the Mayor and Council. After many of the items were discussed and additional feedback was provided, she confirmed that the document would be updated again and an updated draft will be sent out soon for review. A lunch recess was taken at 1:00 p.m. and the meeting resumed at 1:15 p.m. Other Business and Wrap-Up Council Member Ferguson commented on the need for more affordable housing in the City. Mayor Salmon encouraged Council Members to explore what is being done in other communities and consider what we could do to help meet this need. Council Member Taylor ençouraged everyone to attend a' TRC (Technical Review Committee) meeting to learn more about how the new project development process flows, and how various issues are addressed and resolved. Mayor Salmon agreed it would be useful for everyone to have a deeper understanding of the process and suggested it may be included as a workshop topic to help identify potential areas ofc concern. City Council Retreat Day Two- March 1,2024 Council Member Dabbs suggested the number of homeless citizens in the City may be on the rise and commented on the need for a shower and laundry facility since those are critical needs for those seeking employment. Mayor Salmon commented that the Salvation Army Day Center and Bread of Life façilities provide those services and S3 is a great community resource to help coordinate services without duplicating them, City Manager Hegwer reminded everyone that Council Members Buckels and Taylor, along with former Mayor Mann were instrumental in forming that task force. Council Member Taylor suggested a voucher program tol help offset the cost ofthese services and noted that local churches are helping meet this need but transportation continues to be an issue. Council Member Rhodes suggested we continue making efforts to revitalize the. Jonesboroarea. Mayor Salmon thanked everyone for the input and insight during the retreat. She suggested offering opportunities for our citizens toj provide input on public projects and having an ambassador to represent the City and help guide people through the process as they consider opening a new business in the City.
