MINUTES OF MEETING OF THE CITY COUNCIL SANFORD, NORTH CAROLINA The City Council met at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, March 19, 2024, at 5:00 p.m., in Council Chambers. Council Member Williams led the invocation and the Pledge of Allegiance was recited. APPROVAL OF AGENDA Dabbs, the motion carried unanimously. CONSENT AGENDA Council Member Rhodes made a motion to approve the agenda. Seconded by Council Member Application for North Carolina Department of Commerce Rural Downtown Economic Development Grant - Sanford Area Marketplace (ExhibitA) Resolution to Adopt the Parks Master Plan for Sanford Parks (Exhibit B) Council Member Buckels made ai motion to approve the consent agenda. Seconded by Council Member Ferguson, the motion carried unanimously. SPECIALAGENDA REGULAR. AGENDA NEW BUSINESS There were no items on the special agenda. There were no items on the regular agenda. Resolution in Support of the Temporary Closure ofa a Portion ofThird Street for Bee City USA Field Planner II Liz Whitmore addressed potential safety measures that will be inj place for this event, should someone be stung by al bee and have an allergic reaction. The Emergency Medical Service (EMS) will be available for transportation should it be necessary. Mrs. Whitmore explained that Jodi Moore will provide six beekeeper suits at this event and that Master Gardeners will provide an enclosed bee hive. She added that there may be native plants for sale at this event, although it is still in the planning Day on May 4. 2024 (Exhibit C) stages. Council Member Rhodes congratulated Mrs. Whitmore and the Appearance Commission on the lantern display at Charlie Watson Lane. City Council Meeting March 19, 2024 Parks Administrator Nick Fortune reviewed the attached resolution to close a portion of Third Council Member Dabbs made thei motion to approve the Resolution in Support oft the Temporary Closure ofa Portion ofThird Street for Bee City USA Field Day on May 4, 2024. Seconded by Council Resolution in Support ofthe Temporary Closure of Steele Street for Downtown Sanford Music Concerts Street on May 4, 2024, between the hours of6:00 a.m. and 12:00 p.m. for this event. Member Buckels, the motion carried unanimously. on May 9,2024. and September 19.20240 (Exhibit D) Parks Administrator Nick Fortune reviewed the attached resolution. Mayor Pro Tem Akinosho made the motion to approve the Resolution in Support of the Temporary Closure of Steele Street for Downtown Sanford Music Concerts on May 9, 2024, and September 29, 2024. Seconded by Council Member Rhodes, the motion carried unanimously. Resolution and Adoption of the Site-Specific Walter McNeil.Jr.. Park Master Plan (Exhibit E) Parks Administrator Nick Fortune explained that the purpose oft the Site-Specific Master Plan is to make improvements to the Walter McNeil,Jr. Park. He added that staffintends to apply to the North Carolina Parks and Recreation Trust Fund (PARTF) for funding to support these various improvements. Council Member Ferguson made the motion to adopt the Site-Specific Master Plan for Walter McNeil, Jr., Park, Master Plan. Seconded by Council Member Buckels, the motion carried unanimously. Resolution by the Sanford City Council - Pre-Construction Planning Grant - Sanford WWTP Utilities and Engineering Director Paul Weeks reminded Council that in August 2022, the City of Sanford received $400,000 of American Rescue Plan Act (ARPA) funding, which has been used to analyze our Waste Water Treatment Facility and plan for expansions, layout, and another location for the future. Mr. Weeks noted that in order to access grant funds, this resolution must be approved and (Wastewater Treatment Plant) Expansion - SRP-W-ARP-0261 (Exhibit] F) additional documentation completed and sent to the State. Council Member Dabbs made a motion to approve the Resolution by the Sanford City Council - Pre-Construction Planning Grant - Sanford WWTP Expansion - SRP-W-ARP-0261. Seconded by Mayor Pro Tem Akinosho, the motion carried unanimously. Resolution for Approving 2022 Local Water Supply Plan (Exhibit G) Utilities and Engineering Director Paul Weeks explained that all water suppliers must submit a Local Water Supply Plan to the state annually for approval. After that, a resolution must be approved by Council verifying that the 2022 Local Water Supply Plan was approved and provides appropriate projected needs for the future management of water supplies for the City of Sanford. Council Member Rhodes made the motion to approve the Resolution for Approving 2022 Local Water Supply Plan. Seconded by Council Member Taylor, the motion carried unanimously. Ouarterly Budget Report(Exhibit H) Assistant City Manager Beth Kelly reviewed the second quarter highlights as shown on pages 51 and 52 of the attached Exhibit H, and explained that the "Sanford Cares" program, which is funded through customer donations to provide assistance to others who need help paying their utility bills, is working well. She noted that this program is advertised on social media, and a local radio station. In 2 City Council Meeting March 19, 2024 addition, staff asks customers if they would like to round up their payments in order to assist others through this program. OTHER BUSINESS Council Member Taylor provided an update on the ABCI Board, and encouraged local high school Mayor Salmon reminded everyone of local railroad track closures this week, and encouraged everyone to attend the upcoming Egg-a-Palooza Easter event, as well as the City's 150th birthday seniors to apply for the. ABC's Board's $2,500 scholarships. celebration on April 6, 2024. CLOSED SESSION Council Member Rhodes made a motion to go into closed session in accordance with N.C.G.S. 143.318-11(a)(), to prevent the disclosure ofinformation that is privileged or confidential pursuant to the law ofthis State. Seconded by Council Member Ferguson, the motion carried unanimously. ADJOURNMENT Council Member Rhodes made the motion to adjourn the meeting; seconded by Council Member Buckels, the motion carried unanimously.
