MINUTES OF SPECIAL CALLED MEETING OF THE CITY COUNCIL SANFORD, NORTH CAROLINA The City Council met in a special-called meeting at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, May 14, 2024, at 1:00 p.m., in Council Chambers. The following people were present: Mayor Rebecca Wyhof Salmon Council Member Byron Buckels Council Member Walter Ferguson Council Member Charles Taylor City Attorney Susan Patterson Deputy City Clerk Vicki Cannady Council Member James Williams CALLTOORDER NEW BUSINESS Closed Session Mayor Pro Tem Mark Akinosho Council Member. Jean Dabbs Council Member Linda Rhodes City Manager Hal Hegwer City Clerk Bonnie Davis Absent: Mayor Salmon called the meeting to order. Council Member Ferguson made the motion to go into closed session in accordançe with N.C.G.S. 143.318-11(a)(3), to consult with an attorney employed or retained by the public body to preserve the attorney/client privilege. Seconded by Council Member Dabbs, the motion carried unanimously. RETURNTO REGULAR: SESSION_(1:45 pm) Consider Bids for Sanford Water Treatment Plant Expansion - Contract 1 Utilities and Engineering Director Paul Weeks explained that on Thursday, April 18, 2024, bids were opened for Contract I of the Sanford Water Treatment Plant Expansion project. We received two bidders, T. A. Loving and Oscar Renda - Thalle Joint Venture. Once the bids were opened, within 24 hours, we received information that T. A. Loving filed a bid protest against the low bidder. Discussions were. held with the bidders to address their concerns; however, due to the fact currently we are over budget (over the engineer estimates), and there are a number of technical issues with the bids, staff recommends withdrawing and rebidding the project. Council Member Rhodes made the motion that due to being over budget and technical issues, we withdraw and rebid the Sanford Water Treatment Plant Expansion Contract I. Seconded by Council Member Dabbs, the motion carried unanimously. Consider Bids for Depot Park Renovation Utilities and Engineering Director Paul Weeks explained that on March 7, 2024, staff opened bids for the Train Depot Restoration Project and six bids were received. The apparent low bidder was Critical Path Solutions, LLC; however, there was a perceived issue with the bid documents that carried itselfinto the bids themselves. Staffi recommends withdrawing and rebidding this project. Project. Seconded by Council Member Ferguson, the motion carried unanimously. Council Member Buckels made the motion to withdraw and rebid the Depot Park Renovation City Council Meeting May 14,2024 ADJOURNMENT Council Member Rhodes made the motion to adjourn the meeting; seconded by Council Member Dabbs, the motion carried unanimously.
