MINUTES OF JOINTI MEETING- SANFORD AREA GROWTH ALLIANCE (SAGA), and SANFORD CITY COUNCIL Wednesday, May 15,2024-5:30P.M. Broadway Community Building 111N. Main Street, Broadway, NC LEE COUNTY COMMISSIONERS, TOWN OF BROADWAY COMMISSIONERS, The Sanford City Council, Lee County Board of Commissioners, and Town of Broadway Commissioners met with members of the Sanford Area Growth Alliance (SAGA) Executive Committee and staff at the Broadway Community Building, 111N. Main Street, Broadway, NC, on Wednesday, May 15,2024, at 5:30p.m. Thei following people from the City of Sanford were present: City: Mayor Rebecca Wyhof Salmon Council Member Byron Buckels Council Member Linda Rhodes Assistant City Manager Vic Czar City Attorney Susan Patterson Deputy City Clerk Vicki Cannady Absent: Council Member. Jean Dabbs Council Member Charles Taylor Council Member James Williams Mayor Pro Tem Mark Akinosho Council Member Walter Ferguson City Manager Hal Hegwer Assistant City Manager Beth Kelly Clerk Bonnie Davis Assistant to the City Manager Holly Marosites Welcome and Call to Order SAGA Board Director Jimmy Keen welcomed everyone to the meeting and representatives of the respective boards called the meeting to order (Mayor Salmon called meeting to order for the City of Sanford). ChiefExecutive Director Jimmy Randolph thanked everyone for theirj joint efforts to improve our community and congratulated Mayor Andrews on being named as Vice-Chair of the North Carolina Mayors' Association. Town of] Broadway (ExhibitA) Mayor Andrews presented information on Broadway's recent growth and encouraged everyone to patronize its businesses and restaurants. He reviewed information shown on the attached Exhibit A and noted that while there has been growth in the last few years, infrastructure improvements: are vital to continued growth. Various options arel being considered for water and sewer service and partnering with the City of Sanford appears to be the best option at this time. The North Carolina Department of Environmental Quality has awarded funds for a feasibility study to be conducted before plans can be made to move forward on what appears to be a $22 million infrastructure improvement project (the current cost estimate). CityofSanford (Exhibit B) Vic Czar, Assistant City Manager, provided an overview oft the City's water and wastewater merger with the Town of Pittsboro as shown on the attached Exhibit B, shared information on the rebranded system, "TriRiver Water,"and: announced that a merger with the Town ofSiler City is also being considered. SAGA AILE Boards Meeting May 15,2024 Lee County (ExhibitC) Kirk Smith, Chairman of the Lee County Board of Commissioners, provided updates on County projects and programs as shown on the attached Exhibit C, including the new library scheduled to open in January of 2026, plans for expansions at O.T. Sloan Park, and the Lee County Multi-Sports Complex which is currently under construction. SAGA SAGA Chief Executive Director Jimmy Randolph provided an overview of recent achievements in economic development and stressed the importance of relationships and strengthening them. He ençouraged everyone to consider how to be more effective and creative in order to increase community engagement and thanked everyone for their work to continue making our community better. ADJOURNMENT The meeting was adjourned by the respective boards, with Council Member Rhodes making amotion to adjourn the meeting for the City of Sanford.
