Gilead Fire Department, 106 East Allenton Street, Mt. Gilead, NC: for ai regular monthly business meeting. Present for the meeting: Mayor Chipl Miller, Mayor Pro Tem Tim McAuley, Commissioners Paula Covington and Mary Lucas, Town Manager Matthew Christian and Town Clerk Amy Roberts. ITEMI. ITEMI II. May 5, 2020 Regular Meeting Minutes - Mayor Pro Tem McAuley made ai motion to approve the minutes as read. Commissioner Richardson seconded the motion. Minutes B. May 21, 2020 Special Meeting Minutes Mayor Pro Tem McAuley made ai motion to approve the minutes as read. Commissioner Richardson seconded the motion. Minutes ITEM III. PUBLIC COMMENT ITEMI IV. OLD BUSINESS None A. Budget Amendment-BA2020-0505-02 - Commissioner Lucas made ai motion to approve the Budget Amendment to allocate funds for Redevelopment Corporation to cover unexpected operating expenses. ITEMV. NEW BUSINESS A. Interim Budget Appropriations - Town Manager Matt Christian presented ai memo and a resolution to adopt an Interim Budget for. July, August and September 2020 due to County delays ofrevaluations of properties. The delay was due to COVID-19. NC statute allows property owners 30 days to appeal new valuations. The 30 day window falls during the end of fiscal year 2020 causing a delay inj passing ai final 20-21 budget. Commissioner Covington made ai motion to pass the Interim Budget as presented. Mayor Pro Tem McAuley seconded the motion. Interim Budget was passed unanimously. B. Summer Park Program and Pool - Due to COVID-19 restrictions placed upon Public Pools and Parks by Governor Cooper's Executive Order No. 121, Town Manager Matt Christian recommended that thej pool and Summer Park Program not be open at all this summer. Commissioner Richardson expressed her desire to wait to see ifCOVID-19 statistics improved before cancelling everything completely. Town Manager Christian explained the difficulty in staffing for the summer by waiting to make this decision. Several lifeguards are: ini need oflifesaving recertification and the classes they need to take are: not even available currently. Commissioner Covington made ai motion to cancel Park Program and close the pool for the summer with an option to reverse this decision lateri ift the situation with thej pandemic improves. Commissioner Richardson seconded the motion. Motion passed unanimously. C.N Main Street Storm Drain Presentation Rob McIntyre and Adam Kiker ofLKC Engineering presented the Board with a map and information pertaining to the storm drains that run under Main and Ingram Streets and the repair(s) that need to be done to correct drainage issues. Mayor Miller asked LKC ifthey could come back to the. July business meeting with some pricing estimates to do these repairs. ITEM VI. STAFF REPORTS Staff Reports were presented by Town Manager Matt Christian, Public Works Director Daniel Medley and Police Chief Pat Preslar. Copies oft these reports were attached to the board packets. ITEM VII. COMMISSIONER REPORTS Commissioner Covington reported that thel Mt. Gilead Food Pantry will be starting back Mayor Miller stated that this being Matt's last regular monthly meeting with the Town he wanted to express his appreciation for his service and alll hel had done for the Town of up on Saturday, June 61 by drive through only.
