WHEREAS, the current 190 bed Bethany Woods Nursing & Rehabilitation Center, Inc. was founded in February 1975 ast the Piedmont Nursing Center through a dedicated effort by the Stanly County Board of Commissioners, the County Register of Deeds, the Director of the Department of Social Services, and many church leaders to replace the old Stanly County Home. The County Commissioners signed a 20 year lease of the property to a group of WHEREAS, in its early years, the organization was ably served by leaders such as Rev. C. Ben Smith, Ms. Betty Tucker and Dr. Clyde Parker and continued to thrive after it was sold to Robert Hill Construction / Britthaven in WHEREAS, the County facilitated the sale of 15 acres for the addition of a new 60 bed unit to house the first secured Alzheimer's unit in Stanly County which continues to meet the challenges of new technological WHEREAS, Bethany Woods was fortunate to have strong leadership from people like Dr. W. Davis Fort, a past Chairman of the Stanly County Board of Commissioners, who served as the utilization review physician for Piedmont Nursing / Bethany Woods for more than 30 years, Dr. Larry Jenkins who served as Mediçal Review Physician for more than 30 years, Dr. George Leiby, first Medical Director, Mrs. Vicky Almond Furr, R.N., first Director of Nursing when the façility opened in 1975, Dr.. ITEM#1-FIBERI INFRASTRUCTURE DISCUSSION Presenter: Kurt Frenzel, ECC Technologies Mr. Frenzel's presentation outlined the information obtained while preparing an RFP for the County's fiber infrastructure project which included the County's challenges and needs related to infrastructure and the benefits of having fiber. The initial cost of the project is estimated to be $1.5 million to connect the new emergency radio system towers to the MCNC network in Midland (a 45 mile loop at an average cost of $40,000 per mile) with annual operating and maintenance costs of $227,000. Page1of2 Although the previous Board chose to move forward with the RFP, staff wanted to reaffirm the current Board's commitment to the project before moving forward. Commissioner Lawhon moved to issue the RFP for the project and seek grant funding to aid in funding the cost of construction. CALLTOORDER Chairman Lowder called the meeting back to order at 11:10a.m. ITEM#2-STANLY COMMUNITY COLLEGE - CULINARY ARTS PROGRAM Presenter: Dr. Brenda Kays, President of Stanly Community College At the Board's request, Dr. Kays was invited to the meeting to provide additional information and to answer questions related to Stanly Community College's proposed culinary arts program. The program, which would be housed in the old Lowder Hardware Building, has an estimated cost of $1.5 million which would provide the needed equipment, tools, supplies and salaries for the first year. As part of the program, a fully functioning restaurant will be included to provide hands on experience for students. The City of Albemarle plans to purchase the building at a cost of $225,000 and offer utilities to the community college at a reduced rate. It was requested the Board consider committing between $300,000 - $500,000 for the needed maintenance and upgrades to the building. Prior to making any commitment, Board consensus was to review the information and discuss this item further during the Board retreat scheduled for March 6th. As of. January 27, 2015, the total amount of unpaid real property taxes for current fiscal year is $2,202,092.97. Upon receipt oft the report, the Board must order the Tax Collector to advertise the tax liens. Vice Chairman Dennis moved to issue the order to advertise the tax liens during the month of March 2015 and was seconded by Commissioner Efird. The motion carried unanimously. TEM#3-STANLY COUNTY UTILITIES / GREATER BADIN WATER & SEWER DISTRICT (GBWSD) Prior to presentation of the agenda item, Ms. Davis requested the Board convene as the By motion, Vice Chairman Dennis moved to recess the meeting of the Board of County Commissioners and reconvene as the Greater Badin Water & Sewer District. The motion was Based on the bids received for the Badin Water Rehabilitation Project Part A, which will be funded by the USDA, the bids for construction exceeded the approved construction cost by $169,105. Due to the cost overrun, the USDA required that additional funds be identified for the project. Stanly County Utilities has identified reductions in the amount of $60,000 and the USDA approved $109,000 in additional grant funds for the project.
