Glen Alpine Board of Aldermen Regular Meeting 3/3/2020 Present: Mayor Benfield, S. Perkins, R. Cox, G. Meise, T. Suttles, T. Helms, Clerk M. Lalonde -Call to Order -Pledge of Allegiance -Invocation Pastor Chris Uren, Gibbs Chapel Church -Mayor Comments: Mayor states that we will not be able to do 24/7 police protection, we are trying to hire another officer but that takes time. Mayor states that citizens can call 438-5500, ift they need an officer and there is not one on duty in Glen Alpine. -Public Comments -Michelle Lewis: lam here to discuss the ongoingi issue of24/7 police protection; we have 31 fullt time officers and reserve officers. Last month the board decided toi freeze the 5th officer and car (without Cox being present) The citizens spoke that nighti in favor of 24/7 police protection, and Banks from BCSD warned that the citizens of Glen Alpine will have a longer response time. It appears that allt the citizens concern fell upon deaf ears, and that we decision was pre decided by Meise, Helms & Suttles, there was no discussion. Cox has informed the board that 24/7 protection cannot be done without Comp time, but the board will not hear it. The board should ask 2 questions "Do we leave tonight with the approval to pay reserves, or do we. just wing it and see what happens" -Approval of Agenda- Motion made by Cox, Passed 4-0 -Approval of Dept Reports- Motion made by Helms, Passed 4-0 -Approval of Feb. Minutes-Motion made by Cox, Passed 4-0 Old Business: Beautification Committee Meise reported that the rough estimate for solar lights fori the Glen Alpine sign and Memorial would be around $3000-$4000 per light. He also reported that Butch Mull can do tree removal for $1200. The committee will meet again to decide on trash cans. New Business: The Board was given a job description for the Town Administrator and will be decided on in the next meeting. Items for Decision: 1) Resolution of Adoption hazard Mitigation Plan-Motion made by Suttles, Passed 4-0 2) 24/7 Police Protection-Motion made by Perkins to continue 24/7, Failed 3-2 with Suttles, Helms, & Meise voting against. 24/7 3) Tear down Anderson House- waiting on County Inspector 4) Tree Removal for Beautfication-Motion made by Meise, Passed 4-0 5) Set $1000 spending limit for non-emergency purchases-Motion made by Helms, Passed 4-0 6) Agenda amended to decide to meet on March: 17th at 6pm to review Fire Department Budget and conduct Town Business in lieu of April meeting. Perkins made ar motion to adjourn, Passed 4-0 ***Addendum**: Upon realizing that the board never voted to amend the agenda, or to change the meeting, an emergency was held.
