MINUTES City Council Public Safety Committee Monday, April 22, 2024-3:30PM City Hall Council Chambers Members Present: Aaron Baker, Chair, Council Member Mac Morrow, Vice-Chair, Council Member (Arrived 3:45pm) Kevin Gallo, Citizen Member Mayor Mauren Copelof, Ex-Officio Member Wilson Hooper, City Manager Tom Jordan, Police Chief Bobby Cooper, Fire Chief Staff Present Alex Shepherd, Assistant to the City Manager Becky McCann, Communications Coordinator Guests: Linda Gallo, Monica Driscoll A. Welcome & Call to Order Committee Chair Aaron Baker welcomed everyone and called the meeting to order at3:33PM. B. Certification of Quorum Assistant to the City Manager. Alex Shepherd certified that a quorum was present. C. Approval of Agenda Motion by Mr. Gallo, seconded by Mr. Baker to approve the agenda as presented. The motion carried unanimously. D.A Approval ofMinutes 1. April2,2024 Mr. Gallo provided minor revisions in section F. Probart St. Traffic Calming Final Report. Motion by! Mr. Gallo, seconded by Mr. Baker to approve the minutes from April 2, 2024 as revised. The motion passed unanimously. E. Update on Transportation Working Group Mr. Hooper informed the committee about items discussed during the transportation working group. Mr. Baker mentioned that the quality oft the paint we are using on the streets is not holding up to the elements. He said the most obvious issue is the road near the Mary C.J Jenkins Center. He also noted that the parking lines on King Street, which were Mr. Hooper said the working group also discussed traffic: speeds and volumes on Park. Ave, Parkview Dr, and Neely Rd. He mentioned that significant improvements for these roads were on the STIP a few years ago, but they were removed when the State reduced funding for STIP-related projects in our region. Mr. Hooper added that Ms. Eastland from Land of Sky encouraged us to collect new data for those roads because if we can prove that traffic speeds and volumes have increased, we might be added back to the STIP list. There will be more updates on this once we have collected our data, Lastly, Mr. Hooper addressed the citizen complaint from Cherry St. residents, noting that the State is willing to accommodate this request, although they recommended that the signs read "Industrial Entrance in 1,000 ft."He mentioned that we had aj proposal to upgrade the intersection at E Main St/Greenville Hwy/Wilson Dr, but it went unfunded. However, Ms. Eastland recommended continuing to collect traffic data because ifitr reaches a certain repainted within the last year or so, are not visible. threshold, the State may pay for an upgrade. F. - Railroad Ave - Lighting and Parking Mr. Hooper said that the City could reconfigure the parking lines on Railroad Ave to accommodate more parking. He: said we would also need a formal recommendation from the committee because it will involve changing the traffic schedule. Regarding lighting, we have been exploring the costs and trying to contact Duke Energy to see about adding a pole near the King Creek Bridge. We: suspect that adding lighting across the bridge will be more expensive. Mr. Hooper said hei is going to the TDA tomorrow to give them ideas on grants they can fund before the Mr. Gallo mentioned there are lights on the backside oft the building. He asked ifitis Mr. Hooper said they are not very good and need to be enhanced no matter what. He also noted that there is currently no official crosswalk from the Estatoe Trail to King Mr. Hooper said once we get the official approval from the Council, we will order the Probart St. speed cushions. We have also asked the traffic engineer to approve our Trail, there are no plans to retrofitit. St. placement. G. Quarterly Pedestrian Report Mr. Jordan said that from January 1 to April 1, there were 21 non-fatal injuries, 0 fatal injuries, and 146 reports of property damage from car crashes for the quarter. Her noted that this is an increase ofs 99 incidents from the last quarter but still below the quarter before that. He mentioned that there was 1 non-fatal pedestrian and car crash. Mr. Jordan said that as we geti into warmer weather, we can expect more pedestrian and bike crashes. Mr. Baker asked where the pedestrian and cari incident occurred. Mr. Cooper said it was at Asheville Hwy and Hospital Dr, with minor injuries. Mr. Hooper asked ift there were any intersections with frequent incidents. Mr. Cooper said no. on a map. Mr. Baker mentioned that it might bel helpful in the future to place these incidents Mr. Jordan said he can looki into it. He said the State will do: some heat maps, although they are slow in creating these, and we won'tsee numbers from 2023 until August 2024. H. Public Comment parking. Mr. Gallo asked about the hashed end sections on Railroad Ave and if that means no Mr. Hooper said yes, those are to maintain space forl large vehicles to safely turn. Mr. Gallo asked about the other side of the road and whether there should be no parking there.
