We encourage all citizens to speak out against sexual violence and support their local communities' violence, their loved ones and community professionals during 2016; and ofsexual assault who came forward; and (Centers for Disease Control and Prevention, 2012); and quality oflife (U.S. Department ofJ Justice, 1996); and Prevention, 2010); and (Department of Justice, 2014) sexual assault; and education and advocacy; efforts to prevent and respond to these appalling crimes. ITEMTOBE CONSIDERED The Finance Office received the price from Martin Starnes to provide audit services for Fiscal Year 2016-2017. The total fees to perform this audit will be $55,000 which is a 12.25% increase or $6,000 over last year. The main reason for this large increase is the State Auditor is ordering a higher number of case files to be compliance tested for DSS programs which is causing a significant increase in the amount of hours taken to perform the audit. With this large increase, staff reached out to Thompson, Price, Scott, Adams & Co. out of Whiteville for a quote to perform the audit. The price they submitted was $48,500. This quote was questioned to make sure there would be no additional fees charged depending on what the State. Auditor ordered for compliance. The engagement partner stated this would be the final price. The scope of work will include: Upgrading the current water line from 8" to 16" on Browns Hill Road Extending the 16" water line to the park and extending laterals into the planned industrial park Extending sewer collection and required pump stations into the industrial park * Cutting and extending a road into the industrial park The total cost is estimated to be $155,000 for design and $55,000 for survey related work. Travel Association as it relates to direct visitor spendinge estimates, employment generated by tourism, and payroll and tax revenues as a result of visitor spending. Page1of4 ITEM #2 - INVOLUNTARY MENTAL COMMITMENT TRANSPORTATION PLAN & SUPPORTING RESOLUTION Presenter: Sheriff George Burris On behalf of Carolinas Healthcare System - Stanly (CHS-Stanly), Sheriff Burris presented the request for Board approval of the involuntary mental commitment transportation plan and associated resolution of support. CHS would like to utilize the private contractor G4S Secure Solutions (USA) Inc. to provide transportation services for patients from their facility to facilities within and outside of Stanly County. It was noted that other counties within the CHS service area have taken action to approve this contract previously. Sheriff Burris noted that the service will be provided at no cost to the County and will also result in a direct and indirect cost savings for the Sheriff's Office since officers within the department are currently providing this transportation service. After a brief period of questions, Commissioner Lowder moved to approve the transportation plan and the associated resolution of support. The motion was seconded by Vice Chairman Burleson and passed by unanimous vote. In order to access the grant, the County is required to adopt a housing assistance policy as well as a policy related to procurement and disbursement oft funds. By motion Commissioner Mcintyre moved to adopt the housing assistance policy and disbursement policy for the 2017 Single Family Rehab grant. Commissioner Swain attended an RPO meeting the previous week where the Highway 52 project between Albemarle and Norwood was discussed as well as a second project involving safety changes to Highway 49 between Stanly and Cabarrus County. He also noted recent speed limit changes made to various roads in the county by the NCDOT for safety reasons. Chairman Lawhon attended the Centralina Council of Governments meeting held in Charlotte the previous week where creative solutions to downtown housing were discussed. He also encouraged Board members to attend an upcoming conference hosted by Centralina COG on April 6th called "Creative Solutions for Thriving Communities." Each local team consists of representatives of public and nonpublic agencies in the community that provide services to children and their families and other individuals who represent the community. The Stanly County CFPT: met quarterly to review cases in Stanly County. The purpose oft this report is to give a summary oft the causes of death, number of cases reviewed, and recommendations, ifa any, that have been made on the local, state and legislative levels during the 2016 calendar year and to share team activities and accomplishments.
