January 30, 2017 the total amount of unpaid "County" real property taxes for the current fiscal year (FV2016-17) that are liens on real property amount to $1,990,095.42 Upon order by the Board of Commissioners these tax liens will be advertised in March 2017. The stated amount will be reduced as the Collections office continues to açcept payments. Delinquent notices are scheduled to be mailed early February 2017 in an effort to collect these taxes. Partners in Health is comprised ofr representatives from local agencies and community groups as well as private citizens. Itmeets bi-monthly to address Stanly County health concerns and promote outreach activities. These priorities were selected after reviewing the results of the 2015 Community Health Assessment and the available data. The Stanly County Board of Health approved the selection oft these three priorities. The three priorities selected are: Substance Abuse Heart Disease Suicide* (*Suicide was selected as a priority by Partners in Health and approved by the Stanly County Board ofl Health in 2016- after the completion and acceptance oft the 2015 CHA. Initial written State guidance for the CHA allowed for two or three priorities to be selected, sot two were selected. Tobring the health department in compliance witht the State's Consolidated. Agreement, a third priority was selected.) 2013 Priority Issues Progress Update Five priorities were selected in 2014 after reviewing the 2013 CHA and related data: obesity, tobacco use, substance abuse (llegal drug use), bullying and child abuse & neglect. Activities from the 2013-2016. Action Plan have been underway. * Obesity- Passport to Fitness - CHS Stanly Allf fourth graders in 11 Stanly County elementary schools and Christ the King Christian. Academy andf fifth gradersi in Park Ridge Christian School receive instruction on nutrition, physical fitness and generally healthyl living choices through this program. There was slighti improvement during the 2014- ENERGIZE! Program has been discontinued. Two others programs addressing wellness have been implemented by Carolinas HealthCare System Stanly- - The Hiking Program and After School Running Program. The Hiking Program is an extension of Passport to Fitness and begins the week after school ends for the summer. It provides the opportunity for youth to hike at Morrow Mountain State Park once av week for 10v weeks. There were 120 youth participating ini this program. Participation averaged 60 youth per week which was an increase of5 50% from the previous year. Youth are provided the opportunity to be physically active as well as bei informed about healthy eating. They are provideda healthy snack and lunch that canl be replicated at home. The After School Running Program is offered at four schools - Locust, Endy, Millingport and Uwharrie Academy. Itr meets one time a week ate each school providing a workout, run and exercises. The goali is to successfully participate in the Mini-Medley Search for the Golden Shoe - SCHD - Gold painted shoes are! hidden in 8p parks throughout the county fort two weeks int the spring. People findi the shoes andl bring them tot the awards event for prizes. The return rate for shoes was 80% in 2016. This compared to ther retur rate in 20150f75%. Stanly Commons Farmers Market - SCHD. -1 This market occurs weekly from May-October. Four cooking demonstrations have taken place att the farmers market to show how familiar and unfamiliar local produce can be prepared. The farmers market, also, accepts WIC vouchers and SNAP/EBT Stanly County day care centers were encouraged to be certified ini the Healthy Child Care Recognition Program (HCCRP). The emphasis is to provide healthy nutrition opportunities, physical activities and tobacco-free environment to promote the health and well being of children. Thel Health Department will certify daycare centers as they meet HCCRP requirements. Two day care centers have been certified. County staff has noty yet worked with Partnership for Children to develop a strategy fori implementing the Nutrition and Physical Activity Sell-Assessment for Child Care (NAP SACC) program Dangers of Smoking curriçulumi is taught in alle eighth grades in Stanly County schools. Smoking Cessation Programming (QuitSmart) & support for locall businesses. Carolinas HealthCare System Stanly uses the Quit Now curriculum for smoking cessation programs in the community. Promotion of Quitline - SCHD - Quitline information is provided to all clinic patients where appropriate. Quitline information is playing on' Visix TV system in the health department & Stanly Commons. Access information is displayed on an outdoor digital sign. One consequence ofs substance abuse is mortality due to unintentional poisoning. Stanly County had al higher unintentional poisoning mortality rate than North Carolina in 2011-2015. (See table below) Among the total deaths due to poisoning in 2011-2015, eight were intentional deaths (suicide) and When looking at the unintentional deaths, itr must be noted that 42 oft the 47 deaths were attributed tot the use of narcotics and psychodysleptics (hallucinogens). The drugs that caused these unintentional deaths included heroin(4), other opioids(17), methadone(7), other synthetic drugs(7), cocaine(6) and other and unspecified narcotics(1). It was rated the second highest major problemi in the Community Issues sections oft the 2015 Community Health Assessment. To address concerns regarding this issue, the Stanly County Family YMCAI has offered the program, Darkness tol Light, to the community. Thirty-six pharmacies. Dispensing guidelines vary among the pharmacies. people have successfully completed the program this year. Emerging Issues Zika There seems tol be a disease previously unknown to the general population that makes headlines every few years. This year that disease is Zika. Zika's greatest negative health impact is on unborn children. Zika can resulti inb birth defects in the child of ani infected pregnant woman. The most common birth defect is microcephaly whichi is incomplete brain development. Health care professionals are encouraged to screen all women of childbearing age fore exposure potential The Zika virus is 'spread mostly byt thel bite of ani infected Aedes species mosquito (Ae. aegypti and Ae. albopictus)." Hope Now, as suicide awareness community event organized by concerned citizens, has been held beginning in 2015. There wasa aground swell of community interest that came to al head after the Health Expo, "Suicide - Let's Talk about It." ASuicide Prevention. Awareness Task Force has been assembled to address suicide in Stanly County. This taski force wasi initiated by Cardinal Innovations andi is supported by local agencies, groups and concerned citizens. Prescription - Famers Market Program Addressing nutritional needs of residents with chronic diseases is the goal oft the Prescription - Farmers Market Program. Patients enrolled in the Community Care Clinic receive vouchers top purchase fresh fruits and vegetables at one oft the local Farmers Markets. Stanly County Dental Sealant Project The Stanly County Dental Sealant Project was awarded al Duke Endowment grant to reduce thei incidence of dental caries in children. Stanly County Dental Clinic staff willi travei to all the Stanly County elementary schools to apply sealants (or varnish fluoride) on the molars of eligible second and third grade children. The Stanly County Health Department and Stanly Regional Medical Center Foundation (on behalf of Carolinas HealthCare System Stanly) collaborated toy procure this grant. Mental Health Services Cardinal Innovations and Carolinas HealthCare System Stanly are offering Mental Health First Aid and Mental Health First Aidi for Youth programs to the community. These programs increase the communities understanding ofr mental health issues and howt to appropriately respond. Concern has been raised aboutt thel lack ofa available mental health services in Stanly County... especially for adolescents. Stanly County has three providers of mental health services: Daymark Recovery Services, Monarch and NorthEast Psychiatric Services. All offer thei traditional access to services as well as 24/7 service access. Daymark Recovery Services now offers Mobile Crisis Management (MCM) services. Chairman Lawhon called the meeting to order at 7:00 p.m. with Vice Chairman Burleson giving the invocation and leading the pledge of allegiance. APPROVAL/ADJUSTMENTST TO THE AGENDA Vice Chairman Burleson moved to add the Town of Norwood - Union County IBT Update as Item # 4 and change the consent agenda to Item # 5. His motion was seconded by Commissioner Efird and carried by unanimous vote. ITEM#1-E BOARD & COMMITTEE APPOINTMENTS Presenter: Andy Lucas, County Manager A. Airport Authority Current Airport Authority members Gary Lowder and David Rudisill's terms will expire on March 31, 2017. It was requested the Board appoint/reappoint two (2) members to the Authority to serve a four (4) year term beginning April 1, 2017 - March 31, 2021. Prior to any discussion, Chairman Lawhon recognized Airport Director David Griffin and Michael Harwood, Secretary for the Airport Authority. Director Griffin's comments stressed the Page1of5 importance of maintaining the Authority's current membership since each is familiar with upcoming projects that include upgrades to the airport and multiple pending opportunities involving the NC Air National Guard. Michael Harwood reiterated Director Griffin's comments adding that due to a huge transition that is coming to the airport because of the military, it is vital to keep current Authority members in place who have helped get to this point. He requested the Board consider all of thei information before moving forward with any changes. With no further discussion, Vice Chairman Burleson moved to reappoint David Rudisill and appoint Gerald W. Efird with each to serve a four (4) year term. The motion was seconded by Commissioner Mcintyre and carried by a 6-1v vote. (Commissioner Efird voted against.) B. Nominee for the Farm Service Agency County Committee After a brief discussion with no nominees being recommended, Chairman Lawhon offered to contact several local farmers that hel knows to see if any would consider the nomination. Commissioner Swain moved to authorize Chairman Lawhon to do so and was seconded by Vice Chairman Burleson. The motion passed by unanimous vote. ITEM#2-BOARD'S ANNUAL STRATEGIC PLANNING RETREAT Presenter: Andy Lucas, County Manager Based on the Board's availability, the dates of Thursday, February 16th and Friday, March 3rd were selected as potential dates for the Board's annual retreat. The County Manager stated he would follow-up with the facilitator to see if she is available either of these dates and confirm it with the Board. No further action was required. TEM#3-PY2017-18 BUDGET CALENDAR Presenter: Andy Lucas, County Manager For Board approval, the County Manager presented a proposed budget calendar for FY 2017-18 which will be used to provide guidance to staff during the budget process. With no questions from the Board, Vice Chairman Burleson moved to approve the calendar as presented. His motion was seconded by Commissioner Swain and carried by a7-Ovote. Page2of5 TEM#4-TOWN OF NORWOOD- UNION COUNTY IBT UPDATE Presenter: Commissioner Morgan Commissioner Morgan began by stating that when the raw water purchase agreement between Union County and the Town of Norwood and the proposed IBT were previously discussed, neither he nor Commissioner Swain were on the Board. After having recently reviewed them, he noted specific terms of the raw water purchase agreement he is concerned with and feels the County should be involved in any discussions related to it since it affects the county's water supply and not just that of the Town of Norwood and Union County. Chairman Lawhon agreed stating that the previous Board voiced some of the same concerns when the proposed IBT was presented last fall and sent a letter of response to express those concerns to Ms. Kim Nimmer with the Division of Water Resources. The County Manager stated that he had spoken with Ms. Nimmer earlier that day to get an update on the IBT process. As manager of the IBT project, she stated that Montgomery County and Union County are currently in mediation due to the IBT itself and not specifically the agreement. With the mediation period lasting up to 120 days and depending on the outcome, a decision by the Environmental Management Commission may not come until. July 2017. Vice Chairman Burleson stated that although the Board discussed the proposed IBT and raw water purchase agreement at its meeting last September, he has since read the purchase agreement and has deep concerns with it as well. He understands that the Town of Norwood acted to the best of their ability, but feels the Board should investigate further by meeting with Norwood and Union County to see if some of the terms and / or language in the agreement can be altered. Commissioner Morgan requested the County Manager make the initial contact with the Town of Norwood and Union County to see if they are willing to have a discussion to address these concerns and what options the County may be able to pursue from there. The County Manager agreed to make the calls, but deferred toi the County Attorney since it is a contract issue. The County Attorney responded that she would need to research iti further but felt there should be some type ofi intervention or lawsuit that can be filed at some level if the Board has concerns with the agreement'si impact on the county. With no further discussion, Chairman Lawhon requested staff provide follow-up on this item at the next meeting. Page 3of5 TM#5-CONSENT AGENDA Presenter: Chairman Lawhon A. Chairman Lawhon now requested the consent agenda be approved as amended to include approval of the new agreement. Commissioner Efird moved to approve the consent agenda as amended and was seconded by Commissioner Morgan. The motion passed by unanimous vote. PUBLIC COMMENT - None. BOARD COMMENTS, ANNOUNCEMENTS & COMMITTEE REPORTS Airport the weekend of May 20th and encouraged everyone to attend. Commissioner Morgan noted the Go Fast Drag Racing event to be held at the Stanly County Commissioner Efird stated he has a meeting with Cardinal Innovations on Thursday evening. Vice Chairman Burleson stated that he had the privilege in attending the Legislative Goals Conference in Raleigh the previous week and noted several of the goals endorsed by the NCACC. Commissioner Mcintyre stated that Senior Services has plans to partner with Coltrane Life Center of Concord to establish an adult daycare facility in the county. He also noted that Senior Services will offer SHIIP appointments again this year for seniors who need help with Medicare, Medicare supplements and long term care insurance options. As an EDC update, Commissioner Lowder stated that quotes have been requested to conduct an environmental and wetlands assessment for the 76 acres of property under contract by the county, and an EDC meeting has been scheduled for January 231d to discuss a plan of action to Page4of5 begin interviewing candidates for the EDC Director position. As the commissioner appointee to the Board of Health, Commissioner Lowder added that officers for 2017 were elected during the January 5th meeting and the board was given a presentation oft the 2016 State of the County Health Report. Commissioner Swain stated that he attended the Fire District Commission meeting held the previous week where the fire service contract between the County and volunteer fire departments was presented and additional details ironed out. He thanked Chairman Lawhon and the County Manager for attending the meeting and thanked Sheriff Burris as well for a recent tour of the jail. He also noted the upcoming RPO - TAC meeting in Union County on January 19"h. Chairman Lawhon stated the number of residential building permits issued continues to improve over previous years with construction in western Stanly County continuing to increase as well. CLOSED SESSION Vice Chairman Burleson moved to recess the meeting into closed session and was seconded by Commissioner Morgan.
