The total acreage of the three tracts is 191.27 acres with 87.19 acres in the proposed SEPGS Overlay District. Stanly Solar LLC requests that portions oft three tracts owned by Andrew H. McSwain and Stephen R. Efird located on the southeast side ofOld Aquadale Road across from Sides Road and on the northeast side of Sides Road approximately 2,800 feet west oft the intersection with Old Aquadale Road have the Solar Electric Power Generating System Overlay District applied to the current RA (Residential Agricultural) District. The tracts combined contain 191.27 acres. The SEPGS area will be smaller due to flood areas, existing vegetation and topography. The proposed SEPGS Overlay District on these three parcels will total 87.19 acres. Stanly Solar has reached lease agreements with Mr. McSwain and Mr. Efird for use of portions oft their properties. These properties are additions to the SEPGS which was approved by the Stanly County Board of Commissioners in. June. Currently the properties are zoned RA-1 Residential Agricultural. Normal uses in this district include single-family dwellings on large lots, farm-type enterprises including greenhouses, poultry houses, hatcheries, and agricultural processing facilities as a part Thej proposed solar generating system will generate at least 111,091,373 kWh and will connect to the existing Duke Energy transmission line which runs through the area. Some wooded areas will be preserved and plans have been submitted to the county indicating the required fencing and buffer will be provided. Plans have also been submitted and approved for the decommissioning and deconstruction oft the solar arrays once the useful life oft the system has been exhausted. Data on inverter noise has been received and approved. Noise will be minimal and occur during daylight hours only. The contract which Solterra is seeking with Duke Energy is for a duration of 20 years and may be renegotiated or extended at that time. According to Stanly Solar, the total proposed system will generate enough power to supply over 12,000 homes ofbona fide farms. for a year. There would be approximately 175,750 solar panels with an estimated value of$70 million. Since the property is currently in farm use, total tax on the parcels within the scope of the entire project area is under $2,300 annually. With the value oft the added infrastructure, Traffic on Old Aquadale Road in this area averages 570 vehicles per day according to the 2015 NCDOT traffic count. There is no NCDOT traffic data available for Sides Road. Traffic will increase during the period of construction, but any increase will be minimal during regular operation. This property is not located in a growth area per the 2010 Stanly County Land-Use During the public comments portion of the Planning Board meeting, concerns were raised about the health and safety of living near a solar farm, decommissioning ofas solar farm and the strength of the Stanly Zoning Ordinance: regarding solar installations. The information gathered by staff from NC State and other reliable sources addressing these questions is shared in a Existing vegetation will be maintained wherever possible to provide a buffer to the project. Any portion oft the: solar farm within 300' ofan existing home will have a 257 to 50' wide vegetative buffer in place as required. Annual inspection by county Planning Department staff will check for damaged or dead vegetation in the buffer areas and will require replacement if needed. Following concerns raised by Mr. Shaun Huneycutt, Stanly Solar has adjusted the proposed lease area on the McSwain property to move the solar farm area further east (away from the Huneycutt Mr. McSwain, property owner, has indicated that he believes the project will be helpful in preventing erosion problems on his property which adjoins Long Creek. According to Solterra (Stanly Solar), 15' would be sufficient height to place panels on ai rack system, but other components may bel higher including the inverters and the lightning arrestors on the substation. There will be inverters installed on the McSwain and Efird properties, but the substation will be on property already approved for this project. According to Solterra, the average height oft the panels will likely be around 6 % feet. Many counties in North Carolina appear to use 25' as the maximum height as iti is in the Stanly ordinance. Height will vary due to The nearest solar panel in this project to St. Martin Road will be more than 1,200 feet away from the right-of-way. The farm will be located close to Old Aquadale Road on the Efird property. Buffers will be installed as required by the zoning ordinance in all areas. These buffers, once grown, should minimize the visual impact of those traveling on Old Aquadale Road, Sides Road This is an addition to an already approved project. A small section oft the McSwain land is leased for horses and another small portion for vegetable growing by a group of families. The McSwains have indicated that these uses will be relocated on remaining land they own. Planning staff recommends approval oft this request since this property is located in ai rural area and will have minimal visual and environmental impact. It also does not negatively affect the value ofi neighboring agricultural lands. Buffer requirements are in place per recent updates in the Stanly County Zoning Ordinance. This project meets all requirements oft the SEPGS Overlay The Planning Board met on September 10 and October 8 to consider this request. Board members delayed their decision until further information could be reported. After hearing additional information from the Planning staff and comments from neighbors, the Planning Board voted 4-2 to recommend approval oft the project. The majority felt the project would benefit the county economically, would protect the area from further subdivision of farmland and would support ai non-agricultural use which maintains air quality. These are all goals of the Stanly County Land-use Plan. When asked after the meeting, the two dissenters indicated that their primary concern was with Duke Energy and not the specifics of this project. Page 1of4 ITEM# #1-S SCUSA TRANSPORTATION SERVICES - FY 2019-20 COMMUNITYTRANSPORTATION PROGRAM (CTP) APPLICATION Presenter: Candice Moffitt, Transportation Services Director Ms. Moffitt provided a brief overview oft the request noting SCUSA's intent to apply for FY 2019- 20 CTP funds in the estimated amount of $541,275 with a local match request of $65,892. If Administrative Funds: Estimated request of $235,239 with a 15% local match estimated at $35,287 which will be used to fund three (3) full-time and one (1) part-time staff, vehicle Capital Funds: Estimated at $306,036 with a 10% local match estimated to be $30,605 will be used for four (4) replacement vehicles, agency lettering, video surveillance cameras for all vehicles with new updated software and server replacement; resurfacing of the parking lot on west side of the Commons ini the SCUSA fleet and employee parking area. See Exhibit A FY2020 RESOLUTION PublicTransportation Program Resolution ITEM#2-SENIOR: SERVICES- FY2019-20 NCDOT CAPITAL- PURCHASE OF SERVICE GRANT Ms. Weemhoff requested Board approval to apply for the FY 2019-20 NCDOT Transportation grant. Senior Services intends to apply for $60,000 in order to continue to provide transportation services for seniors. Of the total amount, $54,000 is federal and state funds with the remaining $6,000 coming from Home and Community Care Block Grant funds. It was requested the Board hold the required public hearing to receive comments on the grant application and approve Senior Services' application to apply for and receive these funds. TEM#3-FIREARMS SAFETY ORDINANCE Presenter: Andy Lucas, County Manager As requested by the Board, staff brought forward an ordinance for consideration that included specific language provided by the National Rifle. Association. With no questions from the Board, Chairman Burleson declared the public hearing open. During this time the following individuals addressed the Board: would be willing to support iti if certain concerns are addressed. Tommy. Jordan of Albemarle stated that he cannot support the ordinance as it is written but Jill Dry of Albemarle noted concerns with a neighbor that actively shoots on his property and would like to see safety measures put in place through adoption of an ordinance. Karen Lowder of Albemarle noted concerns with the same neighbor adding that for her own Chris Almond, whose father Dwight Almond was killed in April 2018 by a neighbor's stray bullet, thanked the Board for their consideration of the ordinance and requested the Board safety and that of surrounding neighbors an ordinance is needed. adopt it without any further delays. With no one else coming forward, Chairman Burleson closed the public hearing. After a period of discussion and comments by the Board, Vice Chairman Mcintyre moved to adopt the ordinance as presented and was seconded by Commissioner Morgan. The motion failed by a2 2-5 vote. BOARD COMMENTS, ANNOUNCEMENTS & COMMITTEE REPORTS Commissioner Lawhon noted an invitation from CHS-Stanly Regional Hospital for a breakfast on October 30th adding that he would be unable to attend but encouraged other Board members to go. Commissioner Efird stated that he was wearing a pink tiei in recognition of October as Breast Cancer Awareness Month. Commissioner Swain thanked all of the county employees who were on call and who worked during the recent hurricanes. He also noted a recent grant received by the Health Department and thanked everyone int the department who helped with the application process.
