ITEM # 2 - CONTRACT AWARD FOR IN REM FORECLOSURES ON DELINGQUENT PROPERTY TAXES Presenter: Clinton Swaringen, Tax Administrator Mr. Swaringen was in attendance to request Board approval to outsource the In Rem Tax Foreclosure Program as allowed per NCGS 105-375 in the collection of delinquent property taxes. Since March 2015 Attorney Josh Morton of Morton & Griffin performed these foreclosures but recently resigned his position. Mr. Swaringen recommended the one (1) year contract be awarded to Mr. Bartley Huneycutt of Huneycutt Law, PLLC who provided the lowest, responsible bid of thet three (3) bids received from local attorneys. Vice Chairman Mcintyre moved to award the contract for In Rem Foreclosures to Attorney Bartley Huneycutt as requested. The motion was seconded by Commissioner Lowder and ITEM #3-AF RESOLUTION OF THE STANLY COUNTY BOARD OF COMMISSSIONERS IN SUPPORT OF STANLY COUNTY'S BETTER UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT (BUILD) passed bya7-Ovote. APPLICATION Presenter: Candice Moffitt, Transportation Services Director Page2of5 Ms. Moffitt stated that the NCDOT grant will provide up to $400,000 in funding to conduct several studies which include an Area Greenway Study, Bike Share Facilities Study, Community Pedestrian Sidewalk Assessment, Drainage Assessment, Local Area Transit Study, Existing Traffic Signalization Conditions Report, Parking Study, Broadband & Wifi Assessment and Communications & Public Outreach. She noted that NCDOT will manage the grant with a separate opportunity to apply for implementation funding at a later date and no county match will be required. After a brief period of questions, Commissioner Efird moved to adopt the BUILD planning grant resolution as presented. His motion was seconded by Commissioner Swain and carried by unanimous vote. APPLICATION TEM#4-1 LIVESTOCK ARENA GENERAL CONTRACTOR BID REVIEW & PROPOSED NEXT STEPS County Manager Lucas stated the Livestock Arena project bid took place earlier in the day with all bids exceeding the anticipated cost of $2.5 million. As such, the Board was asked to review the bids and direct staff and the contract architect firm, Pinnacle Architecture, to negotiate and further cost engineer the project to lower the cost of construction. ITEM#6- REGION FA AGING ADVISORY COMMITTEE (RFAAC) APPOINTMENTS Presenter: Andy Lucas, County Manager Two current RFAAC board members, Janice Abernathy and Bill Mullinix, Jr.'s, terms expired June 30, 2018. Ms. Abernathy has agreed to serve again if reappointed, but Mr. Mullinix declined Page 3of5 due to his schedule. It was requested the Board appoint Ms. Abernathy as a Delegate to the RFAAC for a two (2) year term beginning July 1, 2018 -J June 30, 2020, appoint one (1) additional Delegate for the same two (2) year term and one (1) Alternate for a one (1) year term beginning July 1, 2018 - June 30, 2019. However, the average home value for new construction increased from $153,495 last year to $195,441 this year which is good news due to the increased tax base for the county.
