Introduction In 2015, nearly 2.1 million North Carolinians were 60 years or older, representing 20.9% of the state's! population. In Stanly County, 24.2% of adults were 60 years or older in 2015. By 2037, it is expected that senior adults will make up 31% of the county's population. Recognizing an increased need in the county for senior services, the Stanly County Senior Services Department investigated the need for additional senior services and programs with the assistance of Centralina Councih of Governments (CCOG). II. Background The Stanly County Senior Services Department operates a Senior Center at 283 North Third Street in Albemarle to enhance the quality of life for older adults in Stanly County by providing a range of services, programs, supports, and opportunities for adults 55 years and older. Senior Centers are places that bring together older adults who seek to be engaged ini their communities and create environments that encourage seniors to interact with others, get out of the house regularly, and enjoy themselves. Senior Centers arean important element of a healthy aging-in-place strategy for loved ones as they provide the services older adults need to be healthy, happy, and as independent as they can be. Stanly County, North Carolina has a total area of 405 square miles, or 259,200 acres. The County is home to ten municipalities and is divided into a total of 13 US Census Tracts. According to the Census, the County's 2017 total population was estimated at 60,791. This represents a slight increase from its 2010 total population of 60,585. The 2010 population density was 149.6 persons per square mile, or. .23 persons per acre. Figure 1 A. ProjectArea 4 STANLY) COUNTY NORTH CAROLINA Water Ai Lard. Saccess. B. Senior Center Current Users Of the 2,436 current users of the Senior Center, 2,032 reside within Stanly County (over 83%). 1,316 current users reside within a 5-mile radius of the facility (about 65%) in Albemarle. An additional 500 users reside within the 10-mile radius (or nearly 75%). Figure The Stanly County Senior Services Department contracted with CCOG toi investigate the need for satellite senior services and programs or possibly a second Senior Center location top provide the desired level of service to Stanly County's senior adults. The project period began in October 2017 and ended in March of 2018 with a subsequent presentation to the Stanly County Commission of CCOG's findings. This study was deemed necessary due in part to Stanly County's aging demographic and the signiicant proportion of the senior 2 population. C. Senior Population An aging profile is provided below in Table 2, showing Stanly County's population divided into six age groups or cohorts. The values shown come from 2016 Census estimates and 2036 projections. It is noteworthy that the two cohorts showing the highest percentage of change by far are seniors, 65 and above. While the percentage of change will tend to be higher when the cohort total population is smaller, the relatively large cohorts of 60+ and 65+ show significant increase, growing 6%1 to 7% in one generation. These results clearly indicate that Stanly County population is expected to be much grayer ini the future. Evaluation Criteria The purpose of the Senior Services Department is to enhance the quality ofl life for older adults in Stanly County by providing a range of services, programs, supports, and opportunities for adults 60 years old and older. To provide these services the Senior Services Department operates the Senior Center in Albemarle. Toi identify the need for an additional facility, or facilities, the following criteria of a 'level of service' was used to evaluate the County's options. Criteria 1: Proximity to senior population Criteria 2: Accessibility by senior population Criteria 3: Services, programs, and activities available to senior population IV. Options This assessment evaluated two options for Stanly County - Status Quo and Expand. The Status Quo option is a continuation of existing services in which the County continues to only operate the Albemarle senior center facility. The Expand option is a build scenario in which the County would expand its senior services to another facility or facilities in a second location other than Albemarle. V. Methodology To evaluate the two options, Status Quo and Expand, CCOG researched and analyzed data for the three evaluation criteria. Data was collected from the US Census Bureau; public engagement; and peer senior center comparisons to make appropriate recommendations to Stanly County. In addition, five peer communities were identified to serve as comparisons for services and facilities. A. Data Sets The population and demographic data comes from the 2000 and 2010 US Decennial Census, and the American Community Survey (ACS) 2012-2016, five-year estimates. County population estimates, and projections are taken from the North Carolina Office of State Budget and Management (OSBM) along with summary tables prepared by Swarna Reddy for the North Carolina Division of Aging and Adult Services (NC DAAS, Dec. 2017). All maps were prepared by Centralina Council of Governments. Stanly County Senior Center provided addresses of their current users, which were then geocoded. All road- related data comes from the North Carolina Department of Transportation (NCDOT). Other geographic data sets used to assemble the maps are provided by the Stanly County 8 STANLY COUNTY NORTH CAROLINA Water. Ai Lard,Saccess. GIS (Geographic Information Systems managed by Stanly County Government). Additional trail data is sourced from the Carolina Thread Trail. B. Public Engagement Public engagement is critical toi identifying key components to successful implementation of either option, Status Quo and Expand. Iti is imperative to understand the needs, wants, and expectations of the current senior population and future senior population. Two methods of public engagement. were used for this assessment: Open Houses and Public Survey. Open House Events The main purposes of the Open House events are to educate residents and stakeholders about senior services in Stanly County, to provide an opportunity for residents to interact with County staff and elected officials, and to gather public input via survey. Two Open House events were held on Tuesday, February 20, 2018. The first Open House was held at Locust City Hall from 9:00 am - 11:00 am and the second event was held at Norwood Town Hall from 2:00 pm - 4:00 pm. Both Open Houses were designed tol be drop-in events. Stanly County residents were invited to attend the Open Houses to learn about the variety of existing services for seniors offered by the County and to give input on what types of services are needed in Stanly County. The informational boards can be Open House participants were asked to sign in, view informational boards, complete a survey and talk with staff and other participants. The Stanly County Senior Center survey was designed to gauge opinions and receive feedback on current programs and activities, and to gauge the need for additional senior programs and activities or possibly a second or satellite Senior Center location. The survey was available online on the SurveyMonkey platform and in paper format available at the Stanly County Senior Center, two Open House Events, and was given to Senior Center partners and similar organizations (see list below). The survey was available from February 6 - March 8, 2018. Over the course ofi its availability, 423 respondents Of the sample population surveyed, 42.11% ofr respondents resided in Norwood, 23.31% in The survey determined that 93.93% of respondents knew about the Stanly County Senior Center in Albemarle, and 67.31% of respondents knew about the services it offers. completed the survey. Evaluation of Options To better understand the senior service needs in the surrounding area, and how current and potential facilities can best meet those needs, a review was made of various geographic and demographic conditions and trends. These are illustrated and compared through a series of maps and tables. In addition, a public survey to gauge the need for additional services, programs, and activities, which could include an additional facility or facilities. A. Criteria 1: Proximity to Senior Population Proximity refers to the nearness oft the facility's physical location to provide services to the County's senior population. To understand physical nearness, senior population density by census tract (senior population 65+ per acre), senior population change from 2000 to2 2010 by census tract, and high growth areas were mapped. Additionally, nearness can be a perception of distance and willingness to travel a certain distance. The public survey included questions related to distance and willingness to travel to/from a senior center Senior Population Density In 2010, the highest densities of senior population 65+ (person per acre) were located in the northeast, southwest, and southeast areas of the County including the communities of Albemarle, Locust, Norwood, Badin, Red Cross, and Senior Population Change - From 2000 to 2010, the northwest, northeast and southwest areas of the County experienced the most significant increase in senior populations. Over 15% increase over the 10-year period in these areas which include the communities of Misenheimer, Richfield, Badin, Locust and Red Cross.23 The center area of the County, Albemarle and surround area, experienced a decrease in senior population in the: same 10- facility. These primary and secondary growth areas are concentrated around the municipalities and major roads. They cluster into three major High Growth Areas (Figure 7): North: Albemarle and the corridor north along US 52, along on NC 740 to Badin. Southeast: the Town of Norwood and its surroundings along the Yadkin River Southwest: the NC2 24, 200 and 205 corridors toward Rocky River. and US5 52. Perception & Willingness to Travel Based on survey responses, distance is a deterrent. Over 53% of survey participants reported that they don't use the Senior Center, and the primary factor stated, over 76%, was that the senior center is too far away from them (Figure 5). Of the respondents that would be willing to use a Stanly County Senior Center, over 68% stated that they would use a Senior Center facility if the center was closer to them (Figure 6). Nearly 50% of respondents stated that they would be willing to travel up to five miles to a Senior Center facility, while an additional 30% would be willing to travel up to 10 miles to a Senior Center facility. Figure 7 17 B. Criteria 2: Accessibility by Senior Population Accessibility is the extent to which the senior population can access the senior center. Stanly County Senior Center and Senior Services provides programs and services to improve the quality of life for older adults in Stanly County and assist those residents to age in place. Many of the direct services offered by Stanly Senior Services are funded through the Home and Community Care Block Grant, which is intended to serve older adults regardless of income, while prioritizing those most in need. The senior center provides many activities at no cost to participants, and services that are funded by the Home and Community Care Block Grant are provided at no cost to the participant. Consumer To measure accessibility, we analyzed poverty level, mobility, and public transportation options. In addition, survey participants were asked questions regarding their willingness to participate in Senior Center services, programs, and activities, and respondents Poverty Figure 8 shows the percentage of the general population in poverty across Stanly County. The mapi is not age specific; however, the map could be used to identify areas of the county that may be more at-risk or have al higher population of residents in need. According to the 2016 American Community Survey, 5.8-7.5% of the population in Locust over 65 years old lived in poverty while 8.7-10.8% of the population over 65 years lived in poverty in Norwood. Meanwhile, 13.2-15.4% of Albemarle's senior community face Mobility Stanly County has provisions for multiple means of transportation. US52 connects runs the entire north-south distance of the county, connecting the communities of Misenheimer, Richfield, New London, and Norwood directly to the Albemarle facility. Methodology for Comparison: CCOG reached out to the North Carolina Division of Aging and Adult Services, and they provided a complete list of Senior Centers in North Carolina with satellite sites. CCOG then identified those that were also "public" centers, indicating affiliation with local government as opposed- to private non-profit centers. CCOG conducted a demographic evaluation of potential peer county census data to compare total county population and percentage of the 65+ population. CCOG then identified if the senior center or centers in each potential peer county had a designation of excellence, merit, or no designation. These factors helped inform the decision and selection of Sampson County and Richmond County as the two Iredell County and Cabarrus County were selected as the two peer counties in the Centralina Region. Iredell County has 2 certified centers of excellence and houses the Iredell Council on Aging, which operates many of the senior programs and services that Stanly Senior Services provides such as the Senior Nutrition Program, Transportation and Family Caregiver Program. Conclusions The two options, Status Quo and Expand, were evaluated based on three criteria: Criteria 1: Proximity to senior population Criteria 2: Accessibility by senior population Criteria 3: Services, programs, and activities available to senior population Our analysis identified that proximity, nearness, to the facility is a key determinant of participation by the senior population. While the highest densities in 2010 of senior population was in Albemarle followed by the areas near the communities of Badin, Locust, Norwood, Oakboro, and Red Cross. The existing Senior Center in Albemarle is over 10 miles for some of the County's communities experiencing the largest increase in senior populations from 2000-2010. These include the areas near the communities of Locust, Misenhiemer, and Red Cross followed in senior population growth by Norwood, Oakboro, and Stanfield. There must be a paid or volunteer coordinator available at the site during the hours that it is open. It must be linked administratively to a multi-purpose senior center. The coordinator must have awritten job description. Each employee must attend a minimum of six hours of training on an annual basis, and must have received training in at least one oft the following topics each year: first aid; emergency response; CPR; death and dying; Alzheimer's disease or dementia; bloodborne pathogens; HIV/AIDS; aging-related topics; management and supervision; or training specific toj job responsibility (e.g.: new computer software.) By April 30, prior to each annual funding cycle (July June), a developing senior center must submit a plan outlining the steps it will take during the fiscal year to become either a satellite center orar multi-purpose senior center within three years. The annual plan must also include a report of accompishments based on the preceding year's plan. Full requirements can be Satellite Senior Center - A satellite senior center is an extension of a MPSC and must be opened at least three days per week for a minimum of 24 hours and must be linked administratively to a multi-purpose senior center. Satellites must make use of appropriate facilities for its program. Such facilities must be designed, located, constructed or renovated and equipped SO as to promote effective access to and operation ofi its program and to provide for the health, safety and comfort of participants, staff and public. Facilities found in Appendix E. 39 may be free standing or located in a larger facility with an area designated for senior center programming during specified hours. It must be staffed by a trained and paid senior center manager who is capable of implementing programs during the hours that the satellite center is in operation. The manager must be available during the hours of operation of the satellite center and must be under the supervision of the MPSC Director. This position may not be made up of several part-time positions. The manager must have a written job description. She noted that many good questions were asked and she thoroughly enjoyed visiting with them. Commissioner Efird stated that Locust's summer concert series begins on Saturday, April 14th. He also recognized his wife Tracey and their great nephew Sawyer Griffin who were in attendance. Commissioner Swain announced that the Stanly County Spring Garden Show will be held on Saturday, April 7th at the Agri-Civic Center and encouraged everyone to attend. Commissioner Lawhon noted that building permits from January 2018 March 2018 had increased by 31% over the same time last year with average home values for new construction increasing by 55%. He noted that he and Commissioner Efird attended the Homebuilders Association meeting in March in addition to Chris Moon (Inspections) and David Ezzell (Environmental Health). One of the issues discussed was the poor road conditions in Stanly County. He then requested staff develop a resolution for Board consideration during the April 16th meeting to request NCDOT officials visit Stanly County to see the conditions of the roads. Chairman Burleson noted that several Board members and staff were wearing blue in honor of autism awareness month and requested staff invite a GHA representative to the next meeting to provide information and bring awareness to the issue.
