Cheryl Speight, Health Director, discussed the Public Health Administrative Report. The NC Bridge Access Program provides 2023-2024 Covid-19 vaccines at no cost for uninsured and underinsured adults. This program allows the health department that currently serves uninsured and underinsured adults 19 years ofa age and older to continue receiving government-funded Covid-19 vaccine. The NCI Bridge Access Program is On December 13th, Health and Social Services hosted Christmas Candy Cane Lane, an event open to the public to view various Christmas trees and take selfies with Santa. Staff from several agencies, including Aging Services, Partnership for Children, and Girl Scouts, along with Health and DSS departments decorated trees and entered the Christmas tree contest. First, second, and third place winners were selected by seniors who attend the senior centers. Santa's elves provided hot chocolate and candy canes to B. Robby Hall, Social Services Director, discussed the Social Services Administrative Report. As the number of adults in guardianship is increasing, the. APS staff are equipped tol handle the caseload and needs ofthe clients. The number of children in foster care has decreased slightly and there are no children residing in the building at this time. Medicaid transformation has generated additional consumer visits to DSS. Additional staff were C. Robby Hall provided the Aging Services Administrative Report in the absence of Jacqueline Welch, Aging Services Director. Approximately 600 seniors attended the 43rd Annual Senior Christmas Party at the Cole Auditorium on December 20, 2023. During the morning session, FirstHealth Richmond surprisingly donated $10,000 to Aging Services to support the continued programs and services they provide to the senior population in Richmond County. OLDI BUSINESS: A. Board Membership Mr. Smart opened the discussion on the current board structure and memberships that have expired due to those serving more than three consecutive terms. Robby Hall reminded that a member can serve an initial 3-year term and two consecutive 4-3 year terms thereafter. Then, the member must be offt the board for one. year and can serve again for two consecutive years. There are no penalties for violation of the terms; however, diligent efforts should be made to find replacements. Cheryl Speight identified the following board members and their terms served. The following board members have served one term: County Manager Three (3) Public Members Licensed Physician Two (2) Public Members The following board members have served two terms: The following board members have served three terms: Professional Engineer, expired 2/2023 Optometrist, expired 2/2023 Pharmacist, expired 2/2023 Registered Nurse, expires 2/2024 Public Member, expires 2/2024 Public Member, expires 2/2025 Veterinarian, expires 2/2025 Dentist, expires 2/2025 The following board members are serving their fourth term: During the last meeting discussion, board members concurred that it may be disadvantageous to rotate all expired members at one time as it can affect the health of the board. Based on the above, it was determined five of the above positions that expired in 2023 and will expire in February 2024 should be replaced at this time. These positions are engineer, optometrist, pharmacist, nurse, and one public member. Diligent efforts will be made to find replacements, and ifno one is willing or available to serve, those currently in place will continue to serve on the board until a replacement can be found. 7. NEW BUSINESS: Paul Smart opened the floor for nominations for the position of Chairperson and Vice- Chairperson of the Health & Human Services Advisory Board. A. Election of Chairperson: Paul Smart nominated Dr. Cleveland to serve as Chairperson; however, he declined. Aletha Lanier nominated Dennis Holloway to serve as Chairperson and he accepted. Recommendation for Approval of Reinstatement of Advisory Board Member: The following board member's terms of office will expire in the upcoming months. Mr. Smart asked for a motion to reinstate those listed above to serve a new term through 2027. Bryan Land expires February 2024; has served one 3-year term Ronald Tillman expires February 2024; has served one 3-year term Dr. John Stevenson expires March 2024; has served one 3-year term Motion Offered By: Evonne Moore Motion Seconded By: Dr. Rick Watkins Motion Carried: Yes The recommendation for reinstatement was approved by general consent of the board members present and will be submitted for placement on the next County Commissioners meeting agenda for approval. D. Board Succession Planning: Robby Hall presented General Statute 130A-35 which referençes the county board ofl health meetings. It specifically states: (1) The board shall meet at least quarterly. The chairperson or three ofthe members may call a special meeting. The board holds meetings every other months (January, March, May, July, September, and November). It was suggested to! hold meetings on a quarterly basis. Further discussion led to the consensus of the board to continue meeting every other month. Mr. Smart asked for a motion to continue the Health & Human Services Advisory Board meetings every other month.
