OLD BUSINESS 2 Pre-Trial Social Worker Position Discussion County Attorney Whitney Parrish noted Commissioner Reives has been looking into ways the County can help to provide mental health service relief to law enforcement and assist those with mental health and substance abuse disorders. Assistant County Manager of Governmental: Support Angelina Noel said a pre- trial social worker would be able to help decrease the gap in services. The intention is for position to act as a community social worker that works closely with the magistrate's office and pre-trial program. This individual would have the capacity to develop treatment plans for individuals and be able to train County Social Services employees. Ms. Noel said the community social worker position is in the next fiscal year's budget, but it was not included in the pay plan and would need to be added as a grade 72. County Manager Lisa Minter recommends using ARPA revenue loss money to pay for this position from now until June 30, 2024. Ms. Noel said the position will be on- call and provide support for law enforcement after hours, but noted the County needs to assess the needs of the community to determine what times that position will be needed throughout the day. Dr. Stone said this is the second annual Ag Week and there is a week full of hands-on educational activities that kicks offt this Saturday, April 22 at the Farmers' Market, located in Downtown Sanford behind the Buggy Building. The building design for the Agricultural Marketplace is currently being reviewed by the architect and the City of Sanford, with input from the Extension office. Once the architectural design contract is approved, the project will go out to bid. Joyce McGehee presented the Lee County Market Comparative and Pay Plan Study, a copy ofv which is attached and incorporated into these minutes. County Manager Lisa Minter is requesting Board approval tonight on this McCune said the difference between the pay grades is. 2%. The County is at 4.8% currently ands staff is proposing to be at 5% between grades. Ms. Minter said moving to 5% would make us more comparable to other counties, and it would benefit both new and veteran employees. Ms. McCune said the consultant chose the counties Lee County is losing the moste employees to, as well as the closest surrounding counties, to determine the pay plan. Chairman Smith asked Sheriff Brian Estes for his feedback on the plan andi ifit willi impact the department. Sheriff Estes said the results were better than he expected, and hei is in 100% support of the plan. Chairman Smith then asked General Services Director Robert Walters to come and speak on behalf of his department. Mr. Walters is also in support of the plan. Ms. Minter noted that almost every position will be affected by the pay plan with the exception of about three positions, and all will receive a COLA to be determined by the Board with the adoption oft the budget. She said the consultants recommended employees who are past the midpoint receive salary adjustments as lump sum payments or bonuses after employees reach the midpoint. That is not the County's current practice and staff would like to continue with the current processes rather than the lump sum alternative. Ms. Minter would also like to implement that the Human Resources Department. review 1/3 ofe employees each year in between having a full study done and clarify various titles sO staff can move forward in the budget process. Amber Giles presented the proposed plans for the relocation of the Wilson Road Convenience Center to the Board, a copy of which is attached andi incorporated into these minutes. Ms. Gamble said a site has been identified for the relocation. The site contains 11.5 acres on Frank Wicker Road, and the property owners own two parcels that would be included in the purchase, one of which is a small parcel across the street from the proposed site. The owners have also asked that a privacy buffer be installed near a church cemetery, which should not be an issue. Ms. Gamble said the proposed purchase cost is $200,000 purchase for both parcels. There would be 150 days of due diligence, as a rezoning will be required and that will take some time to go through the process. Commissioner Cameron Sharpe noted that rezoning has been a big issue in this area recently and feels there will be push back since it's near a church and cemetery. Ms. Giles said the County would look at something similar to the recent convenience center construction in Rowan County, with the trash drop down concept. There 4 is nota an estimated budget for this project at this time. Ms. Gamble said most of the property would be a buffer and the County would only use about 3-4 acres of the site for the center. Residents will have the opportunity to speak on the project anda a site plan will be distributed to neighboring property owners once the plan is complete. Ms. Giles said trash compactors will be considered but would depend on the budget for the project. Ms. Gamble said any design would come back to the board for approval, and the County would potentially surplus the Wilson Road property currently used for the convenience center. She asked the Board to approve an option to purchase the property. Ift the Board approves it, the County will enter into a purchase agreement and due diligence period, which will give the Board time to conduct any necessary property evaluations and address zoning.
