WELCOME: Neel Peacock, Chairperson opened the meeting and welcomed everyone. 3. APPROVAL OF MEETING MINUTES (January 31,2019): Mr. Peacock asked everyone to review the. January 31, 2019, meeting minutes for approval. REVIEW OF MONTHLY REPORTS (March 2019): Jacqueline Welch reviewed the RCAS and ART Home Community Care Block Grant Monthly Report for 2018-2019, highlighting activities and expenditures for the month ofMarch 2019. The target goal for expenditures is 74%; the RCAS is currently at 73% with plans to meet the goal by the end oft this fiscal year. The majority of the budget was spent on In-Home Aide, There are currently 131 citizens on the waiting list for home delivered meals. Ms. Welch explained the eligibility criteria and screening process for clients tol be placed in the home delivered meal program. Dr. Jarrell expressed concern about the length and number of citizens on the waiting list, and inquired of possible solutions to reduce it. Several factors contribute to the waiting list, including the lack ofvolunteers to deliver meals. RCAS solicits for volunteers; however, many reasons are given, such as: people are fearful of going to various homes; many retirees who would like to volunteer are caretakers oft their grandchildren. Ms. Welch suggested utilizing social workers, (or other staff positions) to deliver meals and charge a portion oft their salary to that entity. Dr. Jarrell explained the split in salary would be challenging and eventually cost the county additional money. Twilla Allen stated Scotland and Hoke counties encountered similar issues with obtaining volunteers, and have hired part-time drivers to deliver meals. The drivers work approximately three hours per day, five days a week, and are also compensated at 58 cents perr mile. Ms. Welch recommended placing funds ini reserve in fiscal year 2019-2020 budget tol hire a part-time driver for home delivered meals. Neel Peacock suggested using an ART van to deliver meals which would eliminate the cost of paying for mileage. Dr. Jarrell carried the motion to reserve $24,000 ofnext year's budget to hire one, or possible two part-time drivers to work 15 hours per week, five days a week. home delivered meals, and congregate nutrition. Motion Offered By: Tommy Jarrell Motion Seconded By: Don Bryant Motion Carried: Yes Twilla Allen presented the 3rd quarter 2019 report for Richmond County HCCBG Services. The target % off funds used was cited as 50% on the report, and was also referenced at January's meeting. The correct target rate is 75% and will be reflected on future reports. Ms. Welch provided handouts with summary and financial reports for the Senior Centers in Ellerbe, Rockingham and East Rockingham. All oft the Senior Centers have been very effective in providing social activities and field trips this year. The East Rockingham Senior Center boasts high volumes of participants in billiards, bingo, chair volleyball, and happy hour. Ms. Luther noted the upcoming water aerobics class scheduled to begin in. June. There are currently five participants; however, at least ten people must sign up to begin the class. There were: four building rentals in March 2019. It was noted the caretaker has resigned and staff currently maintain the building sanitation until the position is filled. The position's salary is$ $8.50 per hour to clean the building on Saturday and as needed. The board made several suggestions to recruit and retain a qualified person for the position; (1) raise the salary to a: flat $50.00 for Saturday cleaning; and (2) raise the rental fee from $100.00 to $125.00 to account Richmond County Aging Services Advisory Council Meeting- - April 25,2019 Page 2 for the additional salary. The deposit fee would remain at $50.00. Ifapproved, this change would be effective with all new rental contracts made on or after. July 1,2 2019. The vacant position will be advertised and once filled, will be compensated at $50.00 per cleaning. Ifthe employee is not available to work, staff can volunteer to clean the building and receive the $50.00 compensation. The next trip is scheduled for May to the beach. The Rockingham Senior Center highlighted the increase in The Savings Report for Regular Travel revealed total year to date savings of $6,009.93 for fiscal year 2018-2019. The Savings Report for Volunteer Hours revealed 1,619.68 total hours Lee Anne Sago reported on the types ofservices provided to seniors during the month of March. Approximately 42 seniors were assisted inl March. Ms. Sago noted an increase in participants utilizing the exercise room. ofservice, which equals total year to date saving of$38,159.66. requests from seniors for mental health and griefcounseling. 5. UPDATE ONCONTRACTI FORLEGALSERVICESI FOR OLDER AMERICANS UNDER THE HCCBG FOR FY-18-19: The contract has been finalized and is a two-year pilot program. A full-time staff attorney was hired and has been active in meeting clients at the congregate nutrition sites. He is planning to do presentations on wills, financial exploitation, denial letters, and other topics, as well as meet with senior clients on an individual basis. He has aj presentation scheduled on May 20th at the East Rockingham Senior Center. Seniors can also contact the staff attorney through the senior triage call line. 6. 2018-2019 ADDITIONAL HCCBG ALLOCATION: Ms. Welch stated the RCAS was allotted an additional $18,303.00 from the HCCBG on April 18,2019, and solicited the advisory boar'srecommendation for allocation of funds to the various programs. Based on the budget spreadsheet, ART General Transportation is underspent; In! Home Aide is underspent due to the termination of an employee which is generating salary savings; and Congregate Nutrition and Home Delivered Meals are slightly overspent. Further discussion led to a motion to realign and allocate funds, as follows: Richmond County Aging Services Advisory Council Meeting - April 25, 2019 Page 3 Move $4,000.00 from ART General Transportation to Senior Center Operations. Move $9,000.00 from In Home Aide to Senior Center Operations. Allocate $1500.00 ofHCCBG to Congregate Nutrition. Allocate $1500.00 of HCCBG tol Home Delivered Meals. Allocate $15303.00 ofHCCBG to Senior Center Operations. I Motion Offered By: Vagas Jackson Motion Seconded By: Hilda Pemberton I Motion Carried: Yes 7. 2019-2020 NEW YEAR HCCBGALLOCATON: Ms. Welch reported on the projected budget for fiscal year 2019-2020 which consists of allocation of federal, state, and local funding totaling $462,421. This is an increase of $24,606 from the 2018-2019 fiscal year budget. The HCCBG is expected to allocate $27,217 for Congregate Nutrition; $19,251 for Inl Home Services; and $23,101 for Access Services. 8. DEMENTIA FRIENDSINITIATIVE UPDATE: The number of Dementia Friends made in Richmond County to date is 246. The following Dementia Friends sessions were held in April: Thursday, April 4, 2019, at 6:30pm at the Ashley Chapel Community Center yielded Friday, April 12th at 10:30am; and' Tuesday, April 16"h at 2:00pm at the Richmond 21 new Dementia Friends. County Health Department yielded 31 new Dementia Friends. "Dementia Friends NC" Information Sessions are now available and can be provided by Dementia Champions to join in learning about dementia and helping people who are living with iti in our communities. Individuals who participate in the training will receive a Dementia Friends button and businesses will receive a Dementia Friends sticker to display in their window. Two new. Dementia Champions have been trained and can provide the training. GENERAL DISCUSSION & IDEAS: Jacqueline Welch distributed the May 2019 Newsletter and reviewed upcoming events. Aging Services is hosting ai raffle ticket fundraiser to win a 58' screen television which was donated by Area of Richmond Transit. To date, $608.00 has been raised. The drawing will be Alive After 55 Supper Club met at Holiday Restaurant on March 21st with 32 seniors; and at Godfather's Pizza on April 18th. The next event is scheduled on May 16th at 6:00pm at Captain The East Rockingham Center is hosting its second annual Yard Sale on June 22, 2019. Donations will be accepted from now until June 21, 2019, and can be dropped off at the Rockingham Senior Center. Ms. Welch stated part ofthe proceeds can be donated to the The opening ceremony for the Senior Games and Silver ARCS will be held on April 29lhat 5:30pm in the amphitheater at Richmond Community College. There are 221 seniors who held on May 1,2019 at 3:00pm. George's Restaurant in Rockingham. Alzheimer's Walk. signed up to participate. Susan Sellers announced the Walk with Ease class will begin in June. Participants will meet at the train station and walk through Main Street in Hamlet. 10.
