Commissioner Robert Reives asked if Chairman Smith was referring only to the architectural designs. Chairman Smith said he was referring to the entirety of the two projects Southern Lee and Lee County High Schools within the CIP. County Manager Lisa Minter. said both projects have been moved up to FY2025 within the recommended CIP and she has proposed using lottery funds, specifically $1.5 million per project. Mrs. Minter believes that based on what the County is seeing in the amount of time the design phase is taking on the new library and multi-sports complex projects, that the Board of Education should consider using lottery funds for the design portion. Mrs. Minter spoke with Davenport on the Southern Lee, project and determined the County could do a financing in the fall of 2024 with little tax impact to the County. Using lottery funds requires both the Board of Commissioners and the Board of Education's approval. Mrs. Minter said it was likely the County has the debt capacity to fund both projects, but she would need to confirm this with Davenport. The Commissioners and the Board of Education will both need to vote on the use of lottery funds for the preliminary plans and architectural designs. Ms. Minter said the Board of Education would have to come to the Commissioners with specific amounts for the architectural designs in their lottery funds 9. Old Policies with Revisions.pdf Proposed New Policies Folder.pdf V.B Appoint Consolidated Human Services Board Appointees County Attorney Whitney Parrish said when the Board voted to consolidate the Health Department and Social Services Department into one Consolidated Human Services Agency, a nominating committee was formed that was tasked with selecting members of the public who could serve on the Consolidated Human Services Agency Board. This committee met various times over the past few months and have vetted applications by members of the public who are willing to serve on the Board. The nominating committee was made up of members of the Lee County DSS Board, the Sandhills Board, and the Lee County Board of Health. The first CHSB meeting will be July 12 when the consolidation is effective. After this, the CHSB will receive rolling applications like our other boards and commissions. Commissioner Andre Knecht asked about orientation for this board. Ms. Parrish explained that new members will receive orientation and materials at the July 12 meeting, in which they will also adopt bylaws and set the meeting time, date, and venues. Moore HL Properties, Inc. is seeking approvalo ofa preliminary plat for a major subdivision that would create a 29-lot residential development of single -family detached dwellings. The subject property has frontage on Steel Bridge Road and is located northeast of the Steel Bridge Road and Bridges Road intersection in southwestern Lee County. Purpose: The City of Sanford will operate the 2023 Sanford/Lee County Home Repair Program for residents to assist them with emergency home repairs pursuant to established program guidelines. Background: The City of Sanford and Lee County mutually agree that providing emergency home repairs to residents will improve neighborhoods as a public purpose. The City of Sanford shall operate the 2023 Sanford/Lee County Home Repair Program according to its established home repair project guidelines. 2. SOLID WASTE RULESAND DISPOSAL FEES: The charges and rules for solid a. There will be a solid waste disposal fee of one hundred forty-three dollars and fifty cents ($143.50) annually for each club, church, residential based commercial enterprise, and each County residence located outside the corporate limits of the City of Sanford and of the Town of Broadway. Exemptions for vacancies at mobile home parks can be requested by the owner and will be provided upon proof the vacancies exist. Households subject to fees are those in existence on January 1, 2023. New households will be added upon completion as b. The rural household disposal and recycling center fee shall be billed with the ad valorem taxes and shall be payable at the same time and in the same manner as taxes. The first moneys paid shall be applied to the solid waste fee. Interest on delinquent fees shall be assessed in the same manner as though the fee were ad valorem taxes. The annual fee shall become a lien upon the real property as though it were ad valorem taxes. The entry into any convenience center, the landfill site or transfer station of any vehicle signifies the consent of the owner and driver of the vehicle for it to be searched so that it can be ensured that no hazardous or prohibited substance is brought into the Convenience d. All haulers who must pay the per ton disposal fee shall pay at the time the solid waste or recyclables are delivered to the landfill site or transfer station unless arrangements have e. Solid waste collections from institutional facilities through the Solid Waste Division will be done att the rate of two dollars and sixty-one cents ($2.61) per cubic yard for solid waste and at the rate of one dollar and fifty-three cents ($1.53) per cubic yard for cardboard. Fee f. Private haulers collecting rural (outside municipality) household waste will be required to furnish the County Tax Assessor a list of alll his rural clients in Lee County. This list must be delivered to the Tax Assessor prior to March 1, 2023. The Tax Assessor will use this list to exempt the clients from the seventy-one dollars and seventy-five cents ($71.75) annual disposal fee charged on the tax bill.
