Kepes, Vice Chairman Walter Cotton Brandon Howard Jack Sides Brennan Willams Timothy McCurry Carter Metcalf, Director Jade Batchelor, Planner PLANNING AND DEVELOPMENT DEPARTMENT MEMBERS PRESENT: Michael Montgomery, Administrative Assistant I.N MEETING CALLED TO ORDER Ms. Kepes, Vice Chairman, called the meeting to order at 6:30 p.m. II. INVOCATION Ms. Kepes pronounced the invocation. III. PLEDGE OF ALLEGIANCE IV.APPROVAL OF MINUTES The motion carried by a unanimous vote. Ms. Kepes led all present in the Pledge of Allegiance. Mr. Howard made a motion to approve the February 1, 2024, minutes. Mr. Cotton seconded the motion. Anderson Summary of proposal: HB to RA Carter Metcalf provided an overview oft the proposal. James Anderson, 8537 Wilmington Highway, spoke on behalf of the application. He stated that he has previously rezoned the back of the property. He now wants to rezone the front to match. Mr. Sides made a motion to recommend approval. Mr. Howard seconded the motion. The motion passed Mr. Sides made a motion to adopt the Consistency Statement for PREZ-2024-00003. Mr. Howard seconded by a unanimous vote. the motion. The motion passed by a unanimous vote. SANDERS REZONING Applicant: Tidewater and Associates Summary of proposal: RA to r-15 PREZ-2024-00004 Property Owner: Sarah Heller Sanders, Zeta Sanders Trustee & William, Zeta Sanders Tolson Trustee. Carter Metcalf provided an overview oft the proposal. Mr. Sides asked how the historical site will be impacted. Mr. Metcalf said that he was not sure at this time. He tried to contact the State with no response. More research is needed by staff. Mr. Howard asked ifthisi is split zoning. Mr. Metcalf stated that it is. Mr. Howard followed that by asking ift that matters anymore. Mr. Metcalf said that it is up to the Board. The Board of Commissioners has approved split zoning. Mr. Howard said that the Planning Board has denied because of split zoning.. Onslow County Planning Board Minutes March 7, 2024 Page 3of4 Josh Edmonson, 604 E Cedar Point Blvd, spoke on behalf of the applicant. He told the Board that a recombination plat is ready to record sO that it will not be split zoned. Future rezoning for the property could happen in the future. He said that ONWASA approved a sewer tie in and that there is a sewer easement. They will not develop in the wetlands, but they may cross the wetlands int the center of the parcel with ai road. Ms. Kepes asked ifHurst Lane is a secondary access. Mr. Edmondson said that it is not an access. Willis Landing may have one after development. Mr. McCurry called this location "ground zero" for military impacts. The military owns all the air space above the property. All different kinds of aircraft fly over the area and above the surrounding water. There are 3 artillery sites that fire regularly. The area is also a training area for military exercises. Noise will be heard all the time. He ended by saying homes will shake and windows will rattle constantly. Mr. Sides asked ift the applicant was aware oft the historical site on the property. there are other criteria that needs to be met. They would be okay to continue the item. Mr. Edmonson said that he was not and that this is a surprise. He will need to do more research and see if Ms. Kepes asked ifthey were aware oft the military impact. Mr. Edmondson said he was. Mr. Metcalfread: an email from a citizen into the record. Mr. Sides made a motion to continue the item to the April 4th meeting. Mr. Williams seconded the motion. The motion passed by a unanimous vote. VIII. COMMENTS A. PLANNING BOARD MEMBERS Board members gave an update on activities coming up in the area. B.
