INVOCATION Ms. Kepes pronounced the invocation. III. PLEDGE OF ALLEGIANCE IV.APPROVAL OF MINUTES motion carried by a unanimous vote. Ms. Kepes led all present in the Pledge of Allegiance. Carter Metcalf provided an overview of the proposal. Mr. Sides asked ifa any actions have been taken since the site has been placed on the historical registry. Mr. Metcalf deferred to the applicant. Jonathan McDaniel, of 306 New Bridge St, spoke on behalf of the applicant. He explained the family background of the property. Mr. McDaniel described that Onslow Rehab Center operates out ofal historic home on the property, and that an additional historic structure exists. Mr. McDaniel explained that the area tol be rezoned is 98% wooded and will not be detrimental to any historic property. Mr. Cotton asked ifany historic sites are in the wooded area of rezoning. Mr. McDaniel stated that there are not. Mr. Brown asked about the possibility of grave sites existing in the area. Mr. McDaniel stated that they know the location of the family cemeteries, and they will not be impacted. Ms. Kepes asked Mr. Metcalfifas study would be required. Mr. Metcalf stated that the Army Corps of Engineers would determine whether they require a study. Mr. Cotton asked Mr. McDaniel where the Onslow Rehab Center is located. Mr. McDaniel stated it is located outside oft the rezoning area. Mr. Sides made a motion to recommend approval. Mr. Cotton seconded the motion. Onslow County Planning Board Minutes April4,2024 BREWER REZONING Applicant: Robert Brewer Summary of proposal: RA to HB Property Owner: Roland & Susan Pridgen Carter Metcalf provided an overview oft the proposal. Ms. Keyes asked what other businesses operate nearby. Page 3of6 PREZ-2024-00005 Mr. Metcalf stated there are a variety of small-scale businesses located on the opposite side of the Hubert Water Treatment Plant. The applicant did not attend. Neil Hebert, of 385 Hubert Blvd, asked what the intent was of the rezoning. He voiced concerns of floods in the area. Mr. Lucas asked how his property would be affected. He stated that he did not believe the property is large enough to develop anything. Mr. Herbert stated again that he would like tol know the intent Ms. Kepes stated that the intended use could be any use allowed under HB that meets the requirements for Jim Lucas, of 136 Lucas Ln, stated that traffic is bad near Lucas Lane. He asked what will be built on the property. He stated that he did not want a tobacco store to be placed there and had concerns about the size ofthe lot being large enough for anything to be developed. Mr. Lucas also expressed concerns of flooding. oft the rezoning. size oft the lot. Mr. Lucas asked what the intended use ofthe property would be. Mr. Lucas asked ift there would be any restrictions since a church is located nearby. Ms. Kepes stated that any proposed business would have to follow zoning ordinances. An Onslow County Citizen, residing at 103 Lucas Ln, stated that no members oft the Board would want to live near a tobacco shop. The Citizen stated that traffic would harm the area. He stated concerns about a 24/7 business across the street. He wanted to know ifthe rezoning is related to the development nearby. Mr. Metcalf stated that there is no relation in ownership. The Onslow County Citizen voiced concerns that the rezoning may affect quality oflife for nearby citizens cause property values to decrease. Ms. Kepes stated that the intended use could be any use allowed under HB. Lori Morris, of3061 New Bridge St, spoke on behalfoft the applicant. Ms. Morris stated that there would be access on Cooke Dr, and that a septic system would be required ifanything was developed on the property. Ms. Morris stated that septic systems being placed for the nearby subdivision would not be affected. Mr. Sides asked where access was located. Ms. Morris stated the access is located on Larkspur Ln. Mr. Sides asked ift the access goes through a cul-de-sac. Ms. Morris stated it did. au unanimous vote. Mr. Cotton made ai motion to recommend approval. Mr. Sides seconded the motion. Summary of proposal: RA to R019 Property Owner: Diversified Investors, Inc Carter Metcalf provided an overview oft the proposal. April 4, 2024 Page! 5 of6 PREZ-2024-00007 John L. Pierce, of 405. Johnson Blvd, stated that the rezoning is consistent with the future land use as well as the nearby residential zone. Mr. Pierce stated that single family homes currently exist on either side of the property, and that future use could include either single family or multifamily homes. Sherry Davis, of227 Parnell Rd, stated that she lives next to the parcel andl had concerns regarding flooding. She stated that the back ofher home is filled with wildlife. Ms. Davis stated that she did not want anything Randy Bell, of247 Smallwood Rd, stated that he maintains a working farm on his property. He stated that the land floods his property and voiced concerns about future flooding if more housing is built. He stated concerns that there would be no more protection from the wind ifanything is developed. Heidi Bell, of247 Smallwood Rd, voiced concerns about flooding. She stated that if the land is developed, the flooding will get worse. Mrs. Bell also stated that there was ai recent traffic study that reduced the speed limit to 25 mph. Mrs. Bell voiced concerns about more people living in the area as well as concerns about to be built in the location. the need ofa a substation needing to be built to connect to sewers. Ms. Kepes asked what studies would be involved in a subdivision approval. Mr. Metcalf described studies and requirements that may be necessary if the rezoning was approved and Ms. Bell stated that flooding occurred on her property after a previous development. She stated studies happened before the previous development was built, and her property still flooded without recourse. Mr. Brown made a motion to recommend approval. Mr. Cotton seconded the motion. The motion passed Mr. Brown made a motion to adopt the Consistency Statement for PREZ-2024-00007. Mr. Cotton seconded proceeded with subdivision approval. by a unanimous vote. the motion. PUBLIC Linda Polhemus, of 109 Kyle Dr, thanked the Onslow County Planning and Development staff for Phyllis Venters, an Onslow County citizen, sent an email in which she stated concerns about a Ms. Kepes inquired if the Venters' Lane rezoning would be presented to the Board. their hard work and assistance in the permitting process. proposed housing development by Venters' Lane. Mr. Metcalf stated that this rezoning would not be presented to the Board due to it not requiring legislative approval. IX.
