INVOCATION Mr. John Smith led all present in the invocation. III. PLEDGE OF ALLEGIANCE Ms. Christina Asbury led all present in the Pledge of Allegiance. IV.APPROVAL OF MINUTES AND DECISIONS Mr. Brent Youngblood made the motion to approve the February 27,2024, minutes. Mr. Roger Brown seconded the motion. APPLICATION April 23, 2024 SUP-2024-00003 = Ray's Septic Service requested the operation of a Wastewater Land Application Site at 1107 Gurganus Road, known as' Tax Parcels 12-37 & 12-50. Applicant/Owner: Ray and Diana Zamora Road, known as Tax Parcels 12-37 & 12-50. Summary of proposal: The operation ofa a Wastewater Land Application Site at 1107 Gurganus Mr. Ryan Tallman provided an overview of the application. Ms. Christina Asbury asked if wetlands were delineated on the site. Mr. Ryan Tallman responded that wetlands were delineated and found on the site, however, the Mr. John Smith asked how much of the land is proposed to be used for the waste disposal site. Mr. Ryan Tallman responded that a 300-acre tract is proposed to be used for the septic site. He also stated that John L. Pierce's office has indicated that there are several fields that could be Mr. Jerome Shaw inquired ift there are any required buffers from adjacent landowners. Mr. Ryan Tallman responded that while there are not county regulations, there may be state regulations through the Department of Environmental Quality. Mr. Tallman explained that if the County approves of the Special Use Application, the applicant will also need to coordinate with the state to see what regulations they would need to follow as well as permits they would need to Mr. Jerome Shaw inquired if staff knew what the state would require from the property owner. applicant is proposing a 200-foot buffer from any wetlands or bodies of water. rotated as septic sites. pull. Mr. Ryan Tallman deferred to the applicant. Mr. Ray Zamora, of 1142 Gould Road, provided an overview of the history ofhis business. Mr. Zamora stated that hel believed property line buffers were. 50-ft, and wetlands buffers were 200-ft, and that he works with the state to meet state guidelines. He stated that he wanted to help Onslow County residents by meeting the growing needs of septic services. Onslow County Board of Adjustment Minutes April 23, 2024 Mr. John Smith asked ift the proposed disposal site would be used for only Mr. Zamora'sb business, Mr. Ray Zamora stated that for now it would only be used for his business, however, in the future he may open to other businesses. Mr. Zamora stated that the proposed septic site is a large piece ofproperty.H He stated that money is leaving the county because there is not ai facility here tol handle it. Mr. Zamora then described that a goal ofhis is to separate septic waste by trash, human waste, Mr. Josh Norris, of 334 Harris Creek Road, spoke on behalf of the application. He presented the Mr.. Jarvis Brown. Jr., of148. Jarvis Lane, stated that he owns the land adjacent to where this project would take place. He stated that he came to the meeting tol learn how this would affect the property value of his land, if Mr. Zamora plans to spray or pump waste onto the site, how it would be monitored, and who would be monitoring it. He wanted to know how it would be remediated if there was contamination ofthe waterway which: runs past his property.Hea also stated that he would Mr. Bobby Gurganus, of 1093 Gurganus Road, described history of thel land. He stated that a pond was created on the property around 2010. He inquired how the pond would be monitored when it floods onto and impacts his property. Mr. Gurganus stated that a previous owner diverted run-off from the pond ontol his property. He stated that he supports Mr. Ray Zamora but wants his concerns Mr. Ray Zamora stated that the state of North Carolina determines the amount of waste he can dispose ofthrough a Crop Management Plan. He verified that, ifpermitted, the state would regulate Mr. Jarvis Brown Jr. inquired what the state regulations are. He stated that he is concerned about pathogens, parasites, property value, and water quality. He inquired how often the state will monitor the ground water. He also inquired about processes in the case of water contamination. Mr. Jarvis Brown Jr. asked what Mr. Ray Zamora would do ifit were proven that nearby property Mr. Ray Zamora stated that people could check the property values around his other site, located Mr. Jerome Shaw asked Mr. Zamora ifk he could speak on the Fowler Manning acreage; to include howl long hel has been pumping there, how often the state checks the site, and what kind ofproblems Mr. Ray Zamora stated hel has had no problems at thel Fowler Manning site. He stated that the state performs random inspections in which his books, trucks, and fields are open to the state's discretion. Regarding water quality on his Fowler Manning site, he stated that the amount of nitrogen in septage is very low. He stated that his concerns are regarding the run-off from the pond. Mr. Graham McGowan, of 5621 Richlands Hwy, stated that he is an adjacent landowner. He inquired whether Mr. Zamora dumps out ofhis truck or sprays. He stated that his main concern is that of water quality. He asked if someone from the state will come and speak to citizens about Ms. Christina Asbury referred him to Mr. Farnell. She stated that Mr. Farnell is the representative for the Division of Environmental Quality and the Division of Water Management and may be able to answer more technical questions regarding monitoring, inspections, and how involved the Mr. Graham McGowan inquired if the public would have access to the results of state inspections Mr. Ryan Tallman advised that any inspections performed are public record and could be accessed through the NCDEQ website if you select septage management. He stated that the records would start with an SLAS permit number, and that you could view inspections, photos, and violations. Ms. Christina Asbury verified with Mr. Tallman that SLAS stands for Septage Land Application bacteria dies once it leaves the septic tanks. this project. state will be with this proposal, ifapproved. that occur on the septic facilities. He compared spraying to covering a hose with your thumb to spray out. Mr. Zamora stated that his company sprays and does not dump. He stated that a goal of his at the Gurganus site is to separate waste product from trash and water. He stated that septic pumpers share information with each other Mr. Graham McGowan inquired if adjacent landowners would be able to visit the septic site. spraying. regarding what does work, and what does not work. Mr. Zamora replied yes.
