Places like Loaves & Fishes and Hope Recovery use CCATS toi transport their people at a cost of $6 per person. Can we work on doing multi-rides at a reduced cost? Ihope this Commission will support that. Also, Mr. Foxworth is still talking to me about making this county more accessible. Vice-Chairman Mansfield said he doesn't usually respond during public comment, but I want to let the public know that I will find a way whether it's to raise the money or get some grants to try to make that happen. 837 Mr. Don Day, Bayview Drive, Harkers Island, stated he was here to talk about the speeding and reckless driving on Harkers Island. He passed around photos of tire marks made throughout Harkers Island. There are even tire marks on the new bridge. Six months ago, lc contacted Sheriff Buck and he was concerned about the speed and reckless driving but he has limited resources with XI number of miles to cover. The problems are taking place at night on residential streets. lwould like to ask if we can set up traps or come up with some solution to have more coverage by deputies. Someone is going to get hurt or killed. Commissioners can't fix the problem if you don't know there is a problem. Commissioner Cavanaugh asked Mr. Dayi if he had an idea of who is doing the speeding and leaving the tire marks. Mr. Day said the tire marks happen every 48 hours or sO and he has seen a few vehicles that he is suspicious of only because of the shape of the tires on the rear of the vehicles. Commissioner Cavanaugh said maybe you can organize a community watch group to photograph some license plates if possible. Mr. Day said he believes the issue is happening between midnight and 6am, and its happening on a weekly basis. 838 VI. Manager's Report Mr. Tommy Burns stated he had just one item. The NC Rate Bureau proposed a 42.2% increase to homeowners insurance premiums. Ifyou recall back in 2020, this same issue came up and the premium increased an average of 24.5%. The Insurance Commissioner is accepting public comment on this proposal. There are three options where the citizens can petition the rate bureau. The first is a public comment forum on 22 January from 10 am to 4:30 pm in Raleigh. Second option is virtual public comment also on 22 January. There is a weblink. Lastly, the public can also submit written comments through 2 February. This Board may also want to do a letter tot the Rate Commission. We will be happy to provide a letter if the BOC requests. Commissioner Cavanaugh asked if the rate hike is ever denied. Mr. Burns said no there are usually some concessions. Commissioner Chadwick asked where our lobbyist is on this. Vice-Chairman Mansfield said we don't have a lobbyist. He then said he would like that information to be put on our social media and do emails tot the municipalities asking for their help on this matter. Mr. Burns stated we can prepare al letter for the Board to consider signing. Commissioner Chadwick said he is tired of the Down East people taking it on the chin fori these western cities. IX.
