BURKE COUNTY BOARD OF ELECTIONS 2128 SOUTH STERLING STREEI-SUITE 100 1STABSENTEE BALLOT MEETING 10AM MORGANTON NC 28655 TUESDAY APRIL23, 2024 Attending; Sandi Walker, Anthony Iovino, Beverly Carlton, Linda Walker, and LH: Kirksey. Chairman LH Kirksey called the meeting to order at 10:05. AM, led the Pledge ofAllegiance, Public comment; Barbara asked about voting hours and locations for early voting for second primary. Staff; Kenny Rhyne, Trent Price Guests; Barbara Myers followed by a moment of silence. Our Director provided the information for her. Linda Walker made. a motion to approve the agenda as presented. All approved. Business: Director Rhyne informed the board members the L & A testing had been performed and qualified. Trent Price told the board members the State Board of] Elections "mock election" was conducted on April 18, 2024. All went well. He also gave the secretary a list ofserial numbers ofall of the machines Director Rhyne gave the board al list oft the poll workers for the second primary noting a "minimal Anthony Iovino made a motion to approve the list of precinct workers presented by the Director. All Chairman LH Kirksey updated the board on the paperwork being finalized for Kenny. Kenny is getting feedback from the District 3 Director on the position he has vacated and will provide the board withi information as we work to establish duties, job title, and needs for this position. This will be used as we make our decision inj preparation for listing the job opening. This should be ready Linda Walker had requested the board look at getting an email account administered by the county to use in our communication. Kenny explained the county's policy on email and the process for maintaining safe use ofe email. He told the board members Dustin would work with them on this. Director Rhyne then presented the board with 18 absentee ballots to be processed. 10 ballots needed affidavit review, 2 ballots had proper ID, I ballot was an overseas ballot requiring replication, and 5 ballots had to be spoiled. These ballots were from one oft the assisted living facilities and had been automatically generated for the election cycle. The residents that had received the ballots The board processed the 12 ballots and opened the envelopes. The overseas ballot was replicated and Trent Price opened the DS200 Spare 03 to tabulate the ballots. The public count was verified as 0 with all board members. All board members signed the tape verifying the opening count. Trent the fed all of the ballots into the DS 200 and verified the public count with the secretary as 13.
