Madison Street, Whiteville, NC, Advisement of Virtual Meeting. This meeting was made available in a virtual environment. Amendments Contract Approval with WithersRavenel Mr. Lewis presented this item to Council. He explained that WithersRavenel had submitted ai final contract for approval with the amount of $12,000 to provide professional services to the City regarding Chapter 160D Land Use Ordinance(s) updates. He advised that the consultant willl be utilizing planning professionals to collaborate on the project. The goals of the project are updating the existing: zoning ordinance to allow for changes required by the new North Carolina Land Use Lawsi in NCGS 160D and SL 2019-111, and updating and/or establishing ordinances related to land use that are required to comply with any state requirements. He explained that the consultant: shall furnish the following Scope of Services for the Project, consisting of Discovery, Drafting, Ordinance Adoption. Brief discussion ensued. He explained that Staffi is requesting City Council to amend the City's FYE21 Postion/Clasfication plan. The amendment willi impact the City's Public Works department's Stormwater division. He advised that on September 24, 2019, Council approved the FYE20 Allocated Poston/Classincation Plan Amendment No. 1, which was to support the Stormwater program. He stated thati it was understood that staff would return to Council at a later date to further amend the Postion/Clasification plan, to reflect reallocation oft the Water Meter Technician Crew Leader position to Stormwater Maintenance Worker position. Staff recommends that Council change the number of positions allocated to the position of Water Meter Technician Crew Leader from 11 to 0 and allocate the remaining position to Grade 12, Stormwater Maintenance Worker from 11 to 2 allocated positions. He explained that staff is not proposing adding positions to the plan, only to reallocate the Water Meter Technician Crew Leader positions. He explained that the Fire department is requesting to apply for a grant through the Firehouse Sub Public Safety Foundation for needed equipment, a set of Lift Bags and Control Kit. He explained that the requested equipment will improve services thatt the Fire department provides to citizens and visitors of Whiteville. He advised tha if awarded this grant, itv will be funded 100% by Firehouse Sub Public Foundation. He stated the amount of the grant being requesed is $13,522.93. Jimmy Clarida MOVED to approve the City Manager and Fire Chief to submit the require grant application to Firehouse Sub Public Safety Foundation for a set ofLift Bags and Control Kit.. Mayor Pro Tem commented that het thought the Whiteville Alert app is awesome. He also asked for an update pertaining to potential grant funding for the Downtown District. Mr. Currie responded by stating that the funding was not as available as first thought and that staff continues to search for grants and other sources of funding. 2. Council Member Leder, as well as other members of Council commented on the mutual aid that provided to the City of Southport and the Town of Ocean Isle Beach. They all concurred that they were pleased that the City was able to 'pay iti forward" by assisting the two municipalities as related to Hurricane Isaias. Members of Council thanked the. City Manager, Chiefs Ipock and' Yergeau (including 3. Council Member Collier inquired as to at timeline in replacing a bridge in West Whiteville Park. Mr. Currie responded by stating that the bridge project required survey work that the City's engineer would conduct. He advised that it way to early to make assumptions regardingi its track. Mr. Brown provided an update pertaining to the montly sales tax estimates and what has been received to the City for. July 2020. He stated that. July's receipts came in better than expected andi is hopeful additional technology for police vehicles. subsequent months will follow as the same.
