YANCEYVILLE TOWN COUNCIL MEETING MINUTES Wednesday September 29th, 2021 3:00pm The meeting oft the Town Council was held in the Yanceyville! Museum of Art at the Yanceyville Municipal Services Building, on Wednesday September 29th,2 2021, at 3:00 pm. Council Members present: Mayor Pro' Tem- Odessa Gwynn, Keith Tatum, and Brian Massey Council Member absent: Margie Badgett-Lampkin and Mayor- Alvin Foster Staff present: Kamara Barnett, Town Manager/Clerk and Lee Farmer, Town Attorney Item 1: Call to Order Mayor Pro Tem Odessa Gwynn called the Town Council Meeting to order at 3:00pm. The meeting opened with aj prayer. He asked all to stand for the pledge of allegiance. Mayor Foster also stated that the Yanceyville Town Council rules and procedures reflect the revisions ofthe North Carolina open meeting law oft the North Carolina General Statues, a copy oft the Yanceyville Town Council rules and procedures are available upon request. Item 2: Review and Adoption of Agenda - Mayor & Council Attorney Farmer indicated that Real Estate and Attorney Client Consultation needed to be added tot the agenda under Closed Session General Statues 143.318.1. Mayor Pro Tem Gwynn added a Closed Session item after the Public Hearing. Mayor Pro' Tem Gwynn asked Town Council fora motion to adopt the. Agenda with: said changes. The motion was seconded by Councilman Item 3: Consideration of PartialLunch for Rest Stop-Cycle North Carolina Mountain to Town Manager Barnett explained that Cycle North Carolina has been in contact with Caswell County over the last few: months coordinating ai rest stop here in Yanceyville on Tuesday, October Sth, 2021, from 9am-2:00pm. She mentioned that Cycle NC stopped here in Yanceyville backi in 2015. During the previous rest stop/ lunch stop different organizations provided food for donations. Town Manager Barnett indicated that the County asked would the Town consider purchasing doughnuts as we did back in 2015. The motion was seconded by Councilman Tatum and Item 4: Consideration of Resolution of Water and Sewer Capital Improvement Plan price quote for 45 dozen for $379 a unanimous vote. passed with RESOLUTION TOWN OF YANCEYVILLE WATER. AND SEWER CAPITAL IMPROVEMENT PLAN WHEREAS, the' Town Council oft the Town of Yanceyville has determined that iti is in thel best interest oft the Town to adopt a Capital Improvement Plan to designate certain major capital improvements for water and sewer projects deemed to be aj priority for completion by the' Town WHEREAS, the North Carolina General Statutes authorize municipalities to adopt Capital Improvement Plans related to the design and construction ofmunicipal infrastructure. NOW, THEREFORE, BEI IT HEREBY RESOLVED by the Town ofCommissioners oft the Town of Yanceyville that the attached Exhibit A is hereby adopted as the Town's Water and Mayor Pro Tem Gwynn asked Town Council for ai motion. Councilman Massey ai made motion to adopt the Town of Yanceyville Resolution for the Water and Sewer Capital Improvement Ten Year Plan. Item 5: Public Hearing Relative to Application by the Town, for CDBG-If funding Mayor Pro Tem Gwynn asked Town Council for ai motion to convene to Public Councilman Tatum made the motion to convene tol Public Hearing. The motion Hearing. was seconded Town Manager Barnett discussed the purpose oft the public hearing for the Town of Yanceyville's CDBG-I funding application. Town Manager Barnett stated that thej purpose ofthe public hearing was to obtain citizen's views and to respond to funding proposals and answer any questions posed by citizens. Town Manager Barnett also stated that the public hearing must cover the' Town's community development needs, development of the proposed activities, and a review ofp program compliance before the submission ofthe Town's CDBG-I funding application The Town proposes requesting funding from NCDEQ'S CDBG-I program for Town of Yanceyville Waterline Replacement. The proposed project will meet the following community ini the next 10 years; and Sewer Capital Improvement Plan for the FY21 through 30. The State of North Carolina has chosen to fund several activities: water and sewer infrastructure, neighborhood revitalization, COVID-19 related projects, and economic development projects that lead toj job creation or retention. The' Town is seeking an amount in CDBG-I funds not to exceed $1,325,000 for Town of Yanceyville. The purpose of the Town ofYanceyville'si request is to rehabilitate and replace water connections and existing 1"-3" water mains with 6" water mains to improve fire flow and water quality. Water mains will bel looped where possible. The existing lines are all over 40 years old and constructed of cast-iron. Portions oft the lines are prone to water leaks due to their condition and potentially include lead joints. Church Street between Parkway Drive and' Third. Avenue; First Avenue between Main Street and West Church Street; Parkway Drive from 311 Parkway Drive to 01 Parkway Drive (excluding the east-west portion of] Parkway to Main); Parkway Drive from Wall Street to 240 Parkway Drive. This policy assists low to: moderate income people with costs associated with relocation or displacement, should such relocation become necessary due to thej project activities. CDBG funds can be used for those costs, if necessary.
