Madison Street, Whiteville, NC, 28472 The Regular City Council Meeting of the City of Whiteville was called to order on Tuesday, December 8, 2020, at 6:30 p.m., at: 317 S. Madison Street, Whiteville, NC, Advisement of Virtual Meeting. This meeting was made available in a virtual environment. Mayor Mann announced that Mrs Linda Leder, wife of Council Member Robert Leder passed away on December 4th and Mrs. Sarah Currie, mother of Darren Currie (City Manager) passed away on December 8th. Mr. Lewis approached Council and explained that Staff is requesting that City Council consider a text amendment to the: zoning ordinance that will allow single-family dwellings ini the B-1 zoning designation as a use by righti instead of a conditional use. Hes stated that the proposed text amendment is to allow more residential development ini the downtown area andp promote cluster development for single-family dwelling units. He explained that Staff was requesting that City Council consider the following modifications to the table of permitted and other discussed section(s) of the: zoning ordinance in the proposed ordinance. He advised that notice of the public hearing had been advertised in The News Reporter on Friday, November 27th and Friday, December 4th. Hes stated that the Planning Board held a public regarding the item ati their regular scheduled November 2nd meeting and recommended approval of the proposed amendment. The proposed amendmentordinance originated from Staff discussion and to encourage more residential development downtown for single-family dwellings. He stated thati iti is Staff's opinion and recommendation: to City Council to review and recommend removal of single-family dwellings as a conditional use int the B-1 zoning designation to encourage livability and development in the downtown area. Mayor Pro Tem Smith asked for additional clarification regarding residential and commercial structures pertaining to the proposed ordinance. Mr. Lewis advised that the proposed ordinance pertained to residential structures. There were no comments from the Public. Mayor Mann Closed the Public Hearing at 6:37 pm. Business (B-1) 10) BUSINESS 10.1) Discussion & Decision-Ordinance No. 2020213-P8Z20-11.01 Text Amendment, Single-Family Dwellings as al Permitted Use in Central Mayor Mann asked for discussion on the matter pertaining to proposed Ordinance No. 2020-Z-13 now that the Public Hearing had been held. Discussion ensued regarding where and how residential structures are established in the! b-1 zoning district. Mr. Lewis advised that the current ordinance required this type of development in the B-1 district as a Conditional Use Permit (CUP). Should Council approved thep proposed text amendment, a CUP would no longer be required for Robert Leder MOVED to table proposed Consistency Statement and Business (B-1) residential structures in the B-1 district. Three oft those four seats are two year terms and one is a one year term (High School Student). Ms. Erin Thompson, Ms. Serena Smith and Mr. Jeff Walker have applied to be reappointed to an additional two yeart term. Ms.. Josie Walkeri is applying to be appointed to serve the one year term. Jimmy Clarida MOVED to approve the reappointment of Serena Smith, Erin Thompson, and Jeff Walker to two year terms, beginning January 1, 2021 and ending December 31, 2022; and to appoint Josie Walker to the one year term, beginning January 1, 2021 and ending December: 31, 2021.
