Madison Street, Whiteville, NC, 28472 The Special City Council Meeting of the City of Whiteville was called to order on Monday, December 21, 2020, at 9:00 a.m., at 317 S. Madison Street, Whiteville, Advisement of Virtual Meeting. This meeting was made available in a virtual environment. Viewers were invited to submit comments via the Q&A function 28472. Chief; David Yergeau, Fire Chief 2) CALL TO ORDER 3) PURPOSE OF MEETING Mayor Mann called the meeting to Order at 9 am. 3.1) Council to receive updates from Staff regarding COVID-19 and discuss the potential needi for a COVID-19 Vaccination Policy for the City. Mayor Mann explained thatt this matter was being brought to Council in as special meeting due to the fast moving nature of the matter. He deferred to Mr. Currie. Mr. Currie provided background on the matter regarding COVID-19 vaccinations and whether the City should make the vaccinations ofi its City employees mandatory or voluntary. He stated that he has learned through recent virtual meetings he has attended with the NCLM and UNC-SOG thatt this is a Council policy decision and not one for ther manager to make. He briefly described the major differences between mandatory and voluntary policies for the Council. He then deferred to Mr. Lowder. Mr. Lowder reported on! his various meetings with local health officials. He discussed with Council the different phases of groups that will have the opportunity tor receive the vaccine. Hes stated that from everyone he has talked with, the recommendation is to allow voluntary participation regardingt the COVID-19 vaccinations. He stated that this was recommendation as Jimmy Clarida MOVED to approve it being the position of the to allow voluntary vaccinations combined with an ongoing educating City effort, well. Duke Energyi is requesting to build at feeder line out of the existing substation and tie into existing lines on South Maultsby Street and an easement is from the Cityi in order for the project to proceed.
